Head of Pre-Construction & Commercial

I'm working with a growing specialist power infrastructure contractor looking to appoint its first Head of Pre-Construction & Commercial.

This isn't a case of stepping into an established department and maintaining what's already there. You'll be the first dedicated hire into the function, with the opportunity to build the pre-construction and commercial capability around you, shape processes and ultimately develop your own team as the business continues to grow.

The company delivers power infrastructure projects across LV, 11kV, 33kV, 66kV and 132kV, working across DNO/IDNO networks, private networks and renewable infrastructure including EV charging, BESS and solar.

What will you be responsible for?

You'll take ownership of the front end of projects before handover into operational delivery, including:

  • Leading pre-construction, estimating, tendering and bid activity
  • Developing bid and pricing strategies
  • Reviewing technical and commercial submissions
  • Managing cost estimates, margins and commercial risk
  • Contract review and negotiation
  • Supporting projects across LV through to 132kV
  • Overseeing design management through pre-construction
  • Ensuring proposals meet DNO, IDNO and client requirements
  • Creating stronger processes around estimating, tendering and project handover
  • Working closely with Engineering, Operations and Finance
  • Building and developing the future pre-construction & commercial team

The opportunity

The biggest attraction here is the autonomy. The business already has the engineering capability, operational delivery teams, accreditations and project pipeline.

What they now need is somebody to take ownership of everything that happens before a project reaches delivery.

You'll have the opportunity to look at how things are currently done, identify what needs improving and build a structured pre-construction function capable of supporting the company's next stage of growth.

Who could suit it?

I'm interested in speaking with senior Pre-Construction, Commercial, Estimating, Tendering or Bid professionals from the power/utilities market. You'll ideally understand:

  • DNO / IDNO connections
  • ICP / Power Infrastructure
  • 11kV / 33kV / EHV projects
  • Estimating & Tendering
  • NEC / JCT or similar contracts
  • Commercial risk & margin management
  • Design / Pre-Construction Management

Exposure to 66kV/132kV projects, Tier 1 frameworks, substations, BESS, solar or EV infrastructure would be particularly interesting.

This could suit somebody already operating at Head-of level, but I'd also be interested in speaking with an experienced Pre-Construction Manager, Commercial Manager or Estimating Manager who feels ready to step up and build a function themselves.
