Senior Evaluator for the Evaluation of UNESCO's Information for All Programme (IFAP)

The UNESCO Evaluation Office is looking for a Senior Evaluator to lead the Evaluation of UNESCO's Information for All Programme (IFAP). IFAP is an intergovernmental programme set up in 2001 to promote equitable access to information and knowledge for sustainable development. This evaluation marks the Programme's 25th anniversary. It will cover the period from 2007 to 2026 and assess IFAP's relevance, coherence, effectiveness, efficiency, impact, and sustainability.

The Primary Purpose of the Evaluation

The primary purpose of the evaluation is to provide a comprehensive assessment of IFAP's performance. It will look at its governance and working mechanisms, the role of its National Committees, its financial and human resources, and its contributions to Member States' information policies and to global normative instruments.

Scope of the Evaluation

The evaluation will assess what has been achieved and what has worked, as well as the main challenges facing the Programme. It will be both retrospective and forward-looking, to inform the future role and strategic direction of IFAP.

The evaluation will be concluded by March 2027, so findings can be presented to the 16th session of the IFAP Intergovernmental Council in May 2027.
