External Transport Manager / Transport Compliance Manager
Hours: Approximately 4–6 hours per week
Job Type: Part-time
Location: Norwich
About the Role
We are looking for a reliable, organised and experienced School Transport Manager to oversee the safe, compliant and efficient operation of our school transport services.
The successful candidate will be responsible for monitoring vehicle maintenance, driver compliance, scheduling, tachograph records and regulatory requirements. You will work closely with the operator, drivers, maintenance contractors and school staff to ensure that all transport operations are carried out safely and in accordance with applicable legislation.
A valid CPC (Certificate of Professional Competence) qualification is essential for this role.
This is a part-time position requiring approximately 4–6 hours per week.
Key Responsibilities
Vehicle Compliance & Maintenance
- Advise and instruct the operator to ensure compliance with applicable transport operating legislation.
- Ensure an effective vehicle defect reporting system is in place and monitored.
- Plan and monitor vehicle maintenance schedules.
- Ensure all vehicles are operated in a safe and roadworthy condition.
- Ensure correct vehicle maintenance procedures, including Preventative Maintenance Inspections (PMIs) and repairs, are implemented and maintained.
- Monitor external maintenance contractors and undertake regular visits to maintenance workshops.
- Ensure vehicles are presented for scheduled PMIs within the required timescales.
- Ensure vehicles are booked in and presented for MOT tests on the correct dates.
- Monitor DVSA OCRS scores and encounter reports, where applicable.
- Maintain and audit vehicle maintenance records and ensure records are retained for the required period.
- Ensure drivers carry out effective daily vehicle walk-round checks.
- Attend pre-arranged DVSA/VOSA inspections at operating centres when required.

Driver Compliance & Tachograph Management
- Oversee vehicle and driver scheduling.
- Ensure drivers are scheduled in accordance with applicable EU/EC and domestic drivers’ hours rules, as appropriate.
- Ensure driver cards and vehicle units (VUs) are downloaded at the required intervals.
- Maintain and retain driving and tachograph records for the required period.
- Regularly check drivers’ digital and analogue tachograph records, including charts and printouts.
- Identify and communicate driving-time infringements to drivers and ensure appropriate action is taken.
- Provide drivers with appropriate warnings and guidance regarding any identified infringements.
- Check drivers’ vocational driving licences at least every six months and ensure they remain valid and appropriate for the duties undertaken.
School Transport Operations
- Oversee school transport operations and route arrangements.
- Monitor the safe and reliable transportation of students.
- Liaise with drivers, school staff and relevant transport providers regarding schedules, changes and operational issues.
- Report and assist with resolving transport-related concerns.
- Support the school in maintaining appropriate safeguarding, safety and compliance standards.
- Maintain accurate and up-to-date transport records using basic IT systems.

Skills & Requirements
Essential:
- Valid CPC (Certificate of Professional Competence) qualification.
- Good knowledge and understanding of vehicle maintenance and transport compliance.
- Understanding of drivers’ hours and tachograph requirements.
- Good organisational and administrative skills.
- Good communication skills and the ability to work effectively with drivers, contractors and school staff.
- Basic IT and computer skills.
- Strong attention to detail.
- Ability to work independently and manage responsibilities within a small number of hours per week.
- A strong commitment to vehicle safety and student welfare.
Desirable:
- Previous experience in school transport, passenger transport, fleet management or transport compliance.
- Experience dealing with DVSA/VOSA inspections.
- Experience monitoring tachographs, driver records and vehicle maintenance systems.
- Knowledge of OCRS and DVSA compliance requirements.
Working Hours
This is a part-time role of approximately 4–6 hours per week. Hours may be arranged flexibly around the school's operational requirements and transport service needs.
