We are Hiring: Interim Facilities Management Lead
Location: Swindon Council
Contract Role
Rate: £229.19 per day
Working: Full-time / Operational estate
Reporting to: Portfolio Manager, Corporate Estates
Role Overview
Swindon Borough Council is seeking an experienced Interim Facilities Management Lead to oversee the day-to-day management, maintenance, compliance, and operational performance of approximately 30 council assets.
The successful candidate will lead the FM function, manage internal teams and contractors, ensure statutory compliance, and deliver safe, efficient, and cost-effective facilities services.
Key Responsibilities
- Lead day-to-day Facilities Management and Estates operations.
- Manage planned preventative maintenance and reactive repairs.
- Lead and support FM teams, contractors, suppliers, and service providers.
- Manage FM contracts, SLAs, KPIs, procurement, and contractor performance.
- Ensure compliance with H&S, fire safety, COSHH, water hygiene, and statutory requirements.
- Maintain compliance records, risk registers, and facilities management documentation.
- Manage FM budgets, expenditure, orders, and invoicing.
- Oversee cleaning, waste management, building maintenance, and other on-site services.
- Coordinate office moves, space planning, and workplace improvements.
- Lead emergency response, incident management, and business continuity activities.
- Produce regular compliance, performance, and risk reports.
- Identify opportunities to improve efficiency, sustainability, and value for money.
- Liaise effectively with internal stakeholders, service users, contractors, and external partners.

Essential Experience
- Significant experience in Facilities Management / Estates Management.
- Proven experience managing operational buildings or multi-site estates.
- Strong knowledge of PPM, reactive maintenance, and building compliance.
- Experience managing contractors, FM contracts, SLAs, and KPIs.
- Strong understanding of health & safety, fire safety, and statutory compliance.
- Experience leading teams and managing competing operational priorities.
- Budget management and procurement experience.
- Strong communication, reporting, and problem-solving skills.
- Local authority/public-sector experience is highly desirable.
- UK driving licence and access to a vehicle for business use.

Qualifications
- Degree/equivalent in Facilities Management, Building Services, Estates, or related discipline, or equivalent experience.
- IOSH/NEBOSH or equivalent H&S qualification desirable.
- Relevant fire safety, COSHH, or facilities-management qualifications desirable.
