Role Overview

We're looking for an experienced Facilities Manager to lead the delivery of integrated Hard and Soft FM services at the Luton DART – a state-of-the-art transport link connecting London Luton Airport with Luton Airport Parkway Station. You'll be responsible for operational performance, compliance, contractor management and client relationships, ensuring safe, efficient service delivery while driving continuous improvement and achieving contractual KPIs.

Key Responsibilities

  • Lead the day-to-day operational delivery of integrated Hard and Soft Facilities Management services across the Luton DART contract.
  • Ensure full compliance with statutory legislation, health & safety requirements, environmental standards, and Bellrock policies and procedures.
  • Manage the delivery of Planned Preventive Maintenance (PPM) programmes in line with SFG20 and contractual obligations.
  • Oversee reactive maintenance activities, ensuring issues are resolved efficiently whilst maintaining excellent customer service.
  • Build and maintain strong working relationships with the client, acting as the primary operational contact and ensuring high levels of customer satisfaction.
  • Monitor contract performance against KPIs, SLAs and contractual objectives, implementing improvement plans where required.
  • Lead, motivate and develop onsite teams, creating a positive, high-performing culture focused on safety, quality and continuous improvement.
  • Manage specialist contractors, ensuring works are completed safely, compliantly and to the required quality standards.
  • Carry out contractor audits and compliance inspections, ensuring Safe Systems of Work (SSOW) are consistently followed.
  • Take ownership of contract financial performance, including budget management, cost control and supporting P&L delivery.
  • Produce accurate operational reports and performance data for internal stakeholders and the client.
  • Identify opportunities to improve operational efficiency, service delivery and value across the contract.
  • Support business continuity planning and respond effectively to operational incidents and emergencies where required.
  • Promote a culture of safety, compliance, accountability and customer excellence across the contract.

Skills & Experience

  • Proven experience managing Hard and Soft Facilities Management services within a complex operational environment.
  • Experience managing FM or operational contracts, ideally within transport, aviation, infrastructure or other critical environments.
  • Strong knowledge of statutory compliance, health & safety legislation and Safe Systems of Work (SSOW).
  • Working knowledge of SFG20 and Planned Preventive Maintenance (PPM) programmes.
  • Experience managing contractors and suppliers, ensuring performance, compliance and quality standards are consistently achieved.
  • Excellent client relationship management skills, with the ability to build trust and communicate effectively with stakeholders at all levels.
  • Commercial awareness, including budget management and supporting contract financial performance.
  • Strong planning and organisational skills, with the ability to prioritise workloads and manage multiple activities in a fast-paced environment.
  • Confident communicator with excellent interpersonal and problem-solving skills.
  • Competent using Microsoft Office and CAFM/FM management systems.
  • Relevant Health & Safety qualification (IOSH or NEBOSH desirable).

Desirable

  • Experience working within transport hubs, airports, rail or other high-profile public environments.
  • Membership of a recognised professional body (IWFM or equivalent).
  • Experience using digital FM systems and data to drive service improvements.

Working arrangements

In this role, the successful candidate would be required to work from site from the Luton office Monday to Friday 08:00 am to 5:00 pm with an hour for lunch break.
