Salary: Circa £52,000 per annum
Reports To: Associate Director of FM
Contract Type: Full Time, Temporary (Perm position will become available)
Role Overview
We are seeking an experienced and highly competent Hard Facilities Management (Hard FM) Manager to lead the safe, compliant, and efficient delivery of hard FM services across a healthcare-focused estate portfolio, including two principal operational sites and 29 retail locations.
The successful candidate will possess strong healthcare estates and facilities management experience, with a comprehensive understanding of Health Technical Memoranda (HTMs) and Health Building Notes (HBNs), particularly in relation to fire safety, water safety, statutory compliance, and building infrastructure.
This role will oversee a small in-house team of operatives alongside specialist outsourced contractors and service providers. The Hard FM Manager will ensure that all planned and reactive maintenance, statutory inspections, and compliance activities are delivered to the highest operational and regulatory standards.
The position will be based at our main site in Pembury with occasional travel to our inpatient site at Five Ashes (there is a minibus between then 2), as well as our retail stores. Therefore demands a flexible, organised, and hands-on facilities professional capable of managing a diverse property portfolio.
Key Responsibilities
Healthcare Estates & Compliance Management
- Ensure all hard FM services are delivered in compliance with applicable HTMs, HBNs, statutory regulations, and healthcare best practice guidance.
- Lead the management of building compliance across all healthcare and retail premises.
- Maintain full compliance records, certification, and asset documentation.
- Ensure all estates infrastructure is safe, operational, and fit for purpose.
- Support organisational readiness for inspections, audits, and regulatory visits including CQC inspections where applicable.
- Develop and maintain planned preventative maintenance (PPM) programmes across the estate.

Fire Safety Management
- Act as the responsible lead for fire safety compliance across the estate.
- Ensure compliance with:
- Regulatory Reform (Fire Safety) Order 2005
- HTM 05 Firecode guidance
- Relevant British Standards and building regulations
- Oversee fire risk assessments and ensure remedial actions are completed within agreed timescales.
- Manage maintenance and testing of:
- Fire alarm systems
- Emergency lighting
- Fire extinguishers
- Fire doors and compartmentation
- Coordinate fire drills, evacuation procedures, and contractor compliance.
Water Safety & Legionella Compliance
- Manage water hygiene and Legionella compliance in line with:
- HTM 04-01 Safe Water in Healthcare Premises
- HSG274 guidance
- Ensure water systems are monitored, inspected, tested, and maintained appropriately.
- Oversee water treatment contractors and ensure remedial works are actioned promptly.
- Maintain accurate water safety logs, flushing records, and temperature monitoring documentation.
- Chair or support Water Safety Group meetings where required.
Mechanical & Electrical (M&E) Services
- Oversee the maintenance and compliance of all M&E systems including:
- HVAC systems
- Electrical infrastructure
- Lighting systems
- Backup power systems
- Plumbing and drainage
- Medical gases where applicable
- Access control and security systems
- Ensure all statutory inspections and certifications are completed within required timescales.
- Manage reactive maintenance and emergency repairs effectively.

Contractor & Supplier Management
- Manage outsourced maintenance providers and specialist contractors.
- Ensure contractors comply with:
- Health and safety legislation
- Permit-to-work systems
- RAMS requirements
- Site induction procedures
- Monitor contractor performance against SLAs and KPIs.
- Conduct regular service reviews and compliance audits.
Retail Estate Responsibilities
- Provide facilities management oversight across 29 retail stores.
- Manage maintenance activities with minimal operational disruption.
- Ensure consistency of compliance standards across the full estate portfolio.
- Support the Head of retail and managers with facilities-related issues and escalation processes.
- Manage minor works and refurbishment projects where required.
Team Leadership & Operational Management
- Lead and develop a small team of maintenance operatives.
- Work with the FM co-ordinator in allocating reactive and planned maintenance tasks.
- Conduct recruitment, appraisals, training, absence management, and performance reviews.
- Ensure all staff maintain mandatory training and competency requirements.
- Promote a strong safety-first and customer-focused culture.
