The Vacancy
We are seeking an inspiring and commercially minded Services and Operations Director to help shape the next phase of growth for our Flood, Coast and Environment (FCE) business. This pivotal leadership role will drive operational excellence, strengthen multidisciplinary delivery and support the continued expansion of our environmental, flood resilience and nature-based solutions services.
Working within a collaborative, forward-looking culture, the role will champion Binnies’ ENGAGED values by empowering teams, building trusted client relationships and creating the conditions for people and projects to thrive.
- Lead the integration of FCE services and operations through consistent governance, processes, reporting and service enablement.
- Lead the Environmental Services Functional (ESF) Department Heads for EIA & Consenting, Ecology, Landscape, and Water and Catchments to support efficient delivery, effective people support and clear discipline-led accountability.

Leadership, Culture & Capability
You will provide visible, inclusive leadership that builds excellence, cross discipline collaboration, continuous improvement and operational maturity by:
- Championing the highest standards in health, safety, wellbeing, quality, environmental protection and sustainability, with shared accountability across Department Heads and the wider FCE delivery teams.
- Nurturing a collaborative and inclusive FCE culture that promotes ENGAGED values and behaviours.
- Embedding proactive health, safety and wellbeing in operational planning, governance, change activity and performance conversations.
- Collaborating across the FCE Leadership Team, ESF Departments, P&L leads and wider operational support functions to drive performance, governance and continuous improvement.
- Providing oversight across ESF Departments, aligning investment in capability, systems, governance and operating processes.
- Supporting the ESF Department Heads on capability, succession, workload management, development and pastoral escalation aligned to future business needs.
- Driving continuous improvement in Environmental Services processes and Management Systems documentation, with ESF Heads retaining discipline-specific technical content.
Business & Financial Leadership
This role will provide the leadership and operational focus needed to help FCE grow sustainably, strengthen delivery resilience and create an environment where people can thrive by:
- Providing cross-FCE oversight of resource planning, utilisation and chargeability,.
- Supporting annual team and individual performance objectives aligned to business plans, budgets, growth ambitions and agreed operational KPIs.
- Monitoring operational and financial performance against objectives, strengthening accountability, reporting maturity, quality and continuous improvement.
- Overseeing budgeting, forecasting and finance coordination, ensuring ESF Department Heads and FCM delivery leads can make informed resource, cost and portfolio decisions.
- Tracking cost drivers, challenge inefficiency and identify savings that support service quality, delivery resilience and growth.
- Maintaining visibility of resource, utilisation and capacity risks, agreeing early action with Department Heads, P&L / delivery leads and finance.
Strategy, Growth & Client Leadership
This role will help shape and enable FCE’s growth agenda, aligning services, people and the operating model to market opportunities, client needs and Binnies’ ambition to deliver sustainable, trusted and high-quality outcomes by:
- Working with FCE leadership and ESF Department Heads to understand strategic priorities and anticipate future service requirements.
- Supporting client engagement, major pursuits, frameworks, strategic bids and new services by advising on capacity, governance, delivery resilience and risk.
- Building senior relationships with clients, partners and stakeholders where these support integrated services, performance and growth.
- Strengthening collaboration across RSK Group to enhance capability, capacity, service resilience and supply chain options.
- Supporting a scalable operating model that empowers discipline-led accountability across FCE services.

Operational Governance, Systems & Integration
This role will provide operational clarity, governance discipline and integrated ways of working to support growth, improve delivery consistency and enable confident decision-making. You will:
- Lead common systems, processes, governance, reporting and FCE P&L support, aligning service functions, delivery teams and business performance.
- Improve FCE specific operational systems, tools and processes that enhance productivity, including project management, resourcing, finance and reporting tools where appropriate.
- Maintain clear decision rights, delegated authorities, reporting lines, sign-off points, supplier approvals and escalation routes.
- Develop common dashboards, quality protocols, supply chain controls and governance measures to support consistent, evidence-based delivery.
- Coordinate the operational rhythm for FCE, including team meetings, leadership cascades, information sharing, action tracking and follow-up of agreed operational improvements.
- Ensure operational issues, escalations, resourcing constraints and coordination points are visible and addressed through the right governance route.
Discipline-led Service Assurance & Supply Chain
This role will strengthen discipline-led assurance and supply chain resilience through clear operational oversight, consistent governance and support for ESF Department Heads to maintain quality, capability and accountability.
- Provide oversight and support while Department Heads own discipline resourcing, development, pastoral care, service quality and supply chain strategy.
- Ensure supply chain capacity and quality are managed by discipline and informed by demand, client needs, delivery risks and growth plans.
- Oversee consistency of professional accreditations, memberships and competency frameworks, with Department Heads owning discipline requirements.
- Improve quality processes, documentation and collaboration so common controls support, rather than duplicate, the discipline-led model.
Technical Leadership
This role will provide a senior technical, commercial and operational perspective to support confident delivery, while enabling technical leadership to sit with ESF Department Heads and technical leads as FCE grows. The role will enable:
- Focus on services and operations leadership, with senior technical project leadership and assurance held by ESF Department Heads and technical leads.
- Maintain technical, commercial and operational awareness to challenge assumptions, support escalation, assure growth readiness and align capability to business needs.
Experience, Skills & Behaviours
The successful candidate will bring operational judgement, commercial awareness and collaborative leadership to enable effective decision-making, improvement and engagement across FCE and the wider Binnies business. You will:
- Have strong operations or project management experience in professional services, with the judgement to operate at senior leadership level.
- Be organised, proactive and solutions-focused, able to manage competing priorities in a dynamic, deadline-driven environment.
- Communicate effectively across FCE leadership, Department Heads, P&L / delivery leads, finance, HR, support functions and wider Operations teams.
- Be commercially aware, with experience in business planning and strategy planning, budgeting, forecasting, resource management, utilisation and cost control.
- Be confident leading operational change, improving systems and processes, supporting platform adoption and building governance for sustained improvement
