Job Description
Role Overview
Seeking a highly qualified business development and capture professional to lead CDM Smith’s strategy and partnerships with national and regional General Contractors pursuing alternative delivery opportunities such as Progressive Design-Build (PDB), Design-Build to Budget (DB2B) and large-scale Design-Build (DB) for the U.S. Government, worldwide.
The Alternative Delivery Market Lead will focus on positioning CDM Smith as the exclusive or preferred lead design partner on prime contractor teams before the release of solicitations. This role will identify priority pursuits, assess General Contractor capability and qualifications, and build executive-level relationships that lead to early teaming commitments.
As the Federal Alternative Delivery Market Lead, you will work collaboratively with our Client Service Leaders (CSLs) and our technical, preconstruction, legal, and sales teams to develop and execute teaming strategies that improve CDM Smith’s probability of award. The role is accountable for the General Contractor relationship pipeline and supporting our CSLs from target identification through execution of teaming agreements and scopes of work.
Responsibilities
- Targeting and establishing direct relationships with regional and national General Contractors actively pursuing federal alternative delivery contracts.
- Positioning CDM Smith as the preferred design subcontractor early in the procurement cycle and negotiating exclusivity, teaming terms, and scopes of work prior to solicitation.
- Working with the pursuit team to present engineering expertise, constructability, cost validation, design-phase management, risk mitigation, and phased delivery models directly to General Contractor teams.
- Leading teaming strategy for Department of War and other federal agency opportunities by translating procurement and solicitation criteria into competitive designer-led subcontract, joint-venture, or other teaming structures.
- Working with federal CSLs on maintaining a qualified pipeline of federal alternative delivery opportunities, prime contractor targets, relationship status, teaming decisions, and next actions.
- Tracking federal agency movement toward accelerated delivery methods and aligning pursuit resources with prime contractor interest, capacity, and probability of award.
- Identifying and resolving the operational friction points between the General Contractor and the architect-engineer team during design validation, constructability review, cost reconciliation, and development of the target price or Guaranteed Maximum Price.
- Serving as the senior relationship and capture lead through teaming agreement execution and transition to the pursuit and delivery teams.
Qualifications
- Bachelor's degree.
- 15 years of related experience.
- Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
- Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications
- Minimum of 15 years of experience in federal architecture, engineering, and construction business development, capture management, preconstruction, or an equivalent role.
- Direct experience working for or closely alongside a General Contractor on alternative delivery projects, including Progressive Design-Build or traditional Design-Build.
- Demonstrated understanding of federal procurement mechanics, including FAR Part 36, two-phase Design-Build selection, qualifications-based selection, and Progressive Design-Build commercial models such as target price or Guaranteed Maximum Price development.
- Demonstrated success developing executive-level relationships and converting those relationships into teaming agreements, defined scopes of work, and pursuit commitments.
- Practical knowledge of design risk, cost validation, constructability, schedule integration, and budget reconciliation during the progressive design and preconstruction phases.
- Strong verbal and written communication, negotiation, relationship management, business acumen, organization, and leadership skills.
- Bachelor’s degree in Construction Management, Engineering, Architecture, Business, or a related technical discipline. Equivalent direct field, preconstruction, and commercial experience will be considered.
- Experience negotiating exclusive designer-of-record/engineering relationships, teaming agreements, and early-phase scopes for federal alternative delivery pursuits.
- Experience supporting large, complex, or geographically dispersed military infrastructure programs.

CDM Smith is committed to fair and equitable compensation practices. This pay range is a good faith estimate representative of all experience levels for the geographic location assigned to the position. In addition to geographic location, a candidate’s salary is determined by several other factors including, but not limited to, the role, function and associated responsibilities, relevant work experience, skills, required certifications, and education/training.
Additional Compensation
All bonuses at CDM Smith are discretionary and may or may not apply to this position.

Min: USD $134,264.00
