Job Purpose / Overview
The Quality Surveillance Field Engineer will carry out surveillance of construction activities performed by contractors on a major infrastructure construction project. Activities relate to the construction, installation and assembly of mechanical equipment, including:
- Static and rotating equipment
- Pipework systems
- Pipe supports
- Welding activities
- Associated mechanical installations
The role will provide assurance that activities are performed in accordance with approved work information, quality requirements and project procedures. The postholder will work as part of a quality surveillance team, supporting team leadership activities where required and ensuring quality standards, objectives and expectations are achieved.
Context
This role supports the delivery of a large-scale, highly regulated construction project. Due to the scale, programme duration and fixed completion requirements, previous experience of working on major construction projects within tightly controlled environments would be advantageous.
The Field Engineer will champion a strong safety and quality culture, embedding best practice into all activities. The scope includes surveillance of construction works undertaken by contractors and may involve:
- Continuous surveillance
- Planned surveillance
- Notified surveillance
The role supports quality oversight across designated project areas and interfaces with multiple stakeholders across the construction programme.
Principal Accountabilities
The Field Engineer is responsible for monitoring quality compliance within their designated work scope in accordance with project surveillance requirements. The Field Engineer will report to the relevant site management representative for day-to-day direction and will work closely with site-wide teams and stakeholders.

Key responsibilities include:
- Verifying that works are executed in accordance with approved work information and quality requirements.
- Raising deviations and non-conformance requirements where necessary.
- Supporting the production and administration of non-conformance reports.
- Maintaining effective communication with contractors and project stakeholders.
- Providing surveillance information to support project performance indicators.
- Identifying potential quality issues proactively and supporting mitigation measures.
- Supporting implementation of temporary actions required to maintain safety and quality standards.
- Ensuring design decisions are not made informally on site and are processed through the approved change and quality management process.
- Providing visibility of current and upcoming site activities to the wider team.
- Ensuring all activities are undertaken in accordance with health, safety, environmental and quality requirements.
- Developing and maintaining knowledge of:
- Technical specifications
- Construction drawings
- Construction methodologies
- Quality Control Plans
- Quality Inspection Records
- Ensuring inspection records are completed and accepted before work is concealed.
- Reviewing contractor performance against approved Quality Control Plans.
Dimensions
- Based on a major construction site.

- Coordinating and monitoring surveillance activities delivered by contractor organisations and service partners.
- Interfacing with multiple project stakeholders and construction disciplines.

Knowledge, Skills, Qualifications & Experience
Essential
- Mechanical Engineering qualification (or equivalent vocational training and significant relevant experience), or welding qualifications combined with significant practical experience.
- Broad knowledge of construction materials, trades, installation methods and relevant legislation.
- Sound understanding of Quality Assurance requirements and standards such as ISO 9001.
- Excellent organisational and communication skills.
- Ability to work effectively within a high-performing team environment.
- Proven experience in producing accurate, concise and contractually relevant site records and diaries.
- Strong attention to detail when inspecting work, equipment and materials.
- Ability to establish productive working relationships with contractors and stakeholders.
- Able to remain objective, diplomatic and independent when undertaking surveillance activities.
Desirable
- Experience in the installation and erection of large-scale mechanical equipment, including piping systems.
- Demonstrable experience working on major construction projects.
- Understanding of Construction Design and Management (CDM) Regulations.
- Knowledge of technical document control, drawing review and approval processes.
- Experience using electronic handheld devices and digital inspection platforms.
- Additional language skills would be advantageous.
