KBR’s Estates Intelligence division specialise in enabling clients to make informed decisions about the operational and strategic management of their estates and asset portfolios, including the external supply chain retained to deliver asset management and maintenance services. Estates Intelligence teams utilise the ‘6 As’ Methodology to deliver business benefit by deploying their ‘Viaverse’ platform to enable each A – aggregation of data, automation of transactional processing and operational data flows, assurance of process and data integrity to promote sanctity of management information, audit of processing and data to better refine business outcomes, analytics to offer management information and insight, all to enable enhanced asset management across client’s portfolio.

About the Role

The Field Surveying and Quality Manager manages the KBR Building Condition Survey (BCS) programme as well as other related activities as needed. The post holder works with surveyors, data specialists, and schedulers to carry out a rolling program of Building Condition surveys across a large and varied estate to agreed quality and throughput measures. The programme covers buildings and site across England and Wales.

The role is focused on managing process and outcomes; the post holder has line management responsibility for senior technical staff. The Field Surveying and Quality Manager is responsible for managing the overall programme and ensuring that quality and standard of delivery is consistent with client requirements, the programme objectives, and their team’s delivery meets relevant deadlines and KPIs. The role requires a person who can effectively manage a team of experienced surveyors as well as third-party suppliers if required.

The KBR team will comprise regionally based building surveyors and M&E surveyors as well as trainees. In addition to the primary BCS responsibility the post holder may be required to manage specialist programmes from time to time using in house resource and/or external suppliers for delivery.

The post holder will collaborate with the Audit team, with the scheduling team and with other KBR departments such as Business Intelligence. This role will require spending some time in the field to support the field team.

This is a new role for KBR Estates Intelligence and requires a person who can effectively build and develop a high performing field-based team of surveyors to deliver programme objectives.

Role Responsibilities:

  • Leads the establishment and development of a national surveying capability - assists with recruitment and training of field surveyors.
  • In conjunction with senior managers, surveyors and the asset management team, develops, implements, and embeds standards and methods for surveying work to ensure a consistent quality of delivery across Estates intelligence.
  • Liaise with internal and client stakeholders and staff to agree and implement relevant metrics, timescales, and process.
  • Formalises relevant metrics in conjunction with senior managers from Estates Intelligence and their team members; defines approach to measurement and reporting.
  • Establishes and develops client reporting with the client, KBR technical staff, and KBR Business Intelligence team.
  • Assists with the development, testing, and implementation of electronic capture systems for survey data.
  • Mobilises the overall survey programme.
  • Define and maintain audit frameworks, standards, and methodologies.

Performance

  • Has oversight of survey delivery; manages delivery of the overall survey programme to meet agreed KPIs and performance metrics.
  • Provides guidance and support to ensure consistent quality output; takes responsibility for the output of the team, ensuring that output demonstrates consistency, timely submission, and complies with contractual requirements.
  • Ensures that their overall team follows agreed process, procedure, and policy, including compliance with agreed technical standards, HSE and related policies.
  • In conjunction with the principal/senior surveyors:
    • Mentoring and developing the required skills, knowledge and understanding of other team members.
    • Enables training and development activities for less experienced staff including apprentices.
    • Provides additional guidance and expertise around key survey findings.
    • Conducts structured QA reviews of survey reports and outputs.

Client & Stakeholder Engagement

  • Provides reporting and insight to stakeholders.
  • Supports client engagement with the survey programme.
  • Identify opportunities to enhance service delivery and outcomes.
  • Attends regular meetings with client / stakeholders.
  • Provides support, insight and expertise to other projects and activities as required.

Health & Safety Responsibilities

  • Responsible for own Health & Safety and that of colleagues.
  • Promote and ensure safe systems of work and compliance with H&S standards.

Experience Required

  • An established manager with background in FM, construction, engineering, or similar discipline, having considerable experience of quality management, together with experience of HSE matters.
  • Previous experience in managing and developing a team of field-based technical specialists in an FM or related environment.
  • Prior experience of working with highly qualified professionals to agree and implement required programme objectives.
  • Experience of carrying out M&E or building surveys is desirable.
  • Demonstrated experience in designing, reporting, and managing key metrics regarding quality, productivity at team and individual level.
  • Implementation and execution of structured QA procedures.
  • Reviewing service delivery against defined standards and SLAs.
  • Identifying best value and performance improvement opportunities.
  • A skilled manager of field-based operations- previous experience as a surveyor or in a related FM service delivery role is required.
  • Has a broad technical understanding of the built environment - has a proven understanding of construction, maintenance, building services, and relevant terminology.
  • Understands the benefits and practical logistics of survey an/or related programmes.
  • Develops and manage relationships with internal and external stakeholders including external contractors and suppliers.
  • Able to communicate ideas, objectives and approaches to different audiences from building managers to senior stakeholders.
  • An eye for detail. understands what quality output looks like, and can mentor others to deliver.

Professional & Operational Capability

  • Effective time and workload management under tight deadlines.
  • Experience working independently and as part of a wider field team.
  • Delivery of technical assistance and support across multiple service areas.
  • Strong analytical, organisational, and reporting capability.
  • Understanding of building compliance & legislation.
  • Technical Report writing skills.
  • Intermediate IT skills in relevant CAFM systems MS Office including Excel, Word and Outlook, PowerPoint, and POWER BI.
  • Full UK Driving Licence.
  • Holds or can obtain relevant security clearance.

Required Qualifications

  • A relevant qualification in engineering, surveying, FM, management, or construction – Degree, HND or similar in a relevant discipline.
  • Formal training in quality management.
  • Membership or associate membership of a relevant professional body.

The role is remote, with extensive travel to KBR, contractor, and client sites.
