Job Title

Role Summary

The Finance Business Manager and Fraud Officer will work closely with senior leaders to coordinate Finance Directorate priorities, strengthen governance and support effective risk and assurance arrangements. The successful candidate will play an important part in preventing and managing fraud, ensuring appropriate controls are embedded across the organisation.

Accountabilities & Responsibilities

Directorate Management & Coordination

  • Lead the day-to-day business management of the Finance Directorate, ensuring effective coordination of priorities and deliverables.
  • Directly support the Finance Director by managing planning cycles, tracking progress against objectives, and escalating risks/issues where appropriate.

Directorate Governance & Management Team Support

  • Lead the governance and effective operation of Finance Directorate Management Team (DMT) meetings, ensuring decisions, priorities and actions support delivery of Directorate objectives.
  • Develop structured agendas in consultation with the Finance Director and senior team, ensuring focus on strategic priorities, risks and key decisions.

Risk & Governance

  • Coordinate Directorate responses to corporate risk, assurance and governance requirements, representing Finance in relevant working groups and governance forums where required.
  • Act as Finance Directorate Risk Lead, maintaining Directorate risk framework, ensuring risks are appropriately identified, assessed, managed and reported.

Fraud Officer Responsibilities

Fraud Prevention

  • Support implementation of the organisation's Anti-Fraud, Bribery and Corruption Policy across Finance processes.
  • Ensure key financial controls (including segregation of duties) are in place and operating effectively.

Fraud Risk Management

  • Maintain the fraud risk register and support periodic fraud risk assessments.
  • Monitor fraud risk indicators and escalate issues where appropriate.

Investigation & Response

  • Act as a coordination point for suspected fraud cases, ensuring appropriate escalation and documentation, supporting relevant teams across the organisation.

Awareness & Reporting

  • Support delivery of fraud awareness communications and training across the organisation.
  • Contribute to reporting on fraud risks, cases and controls to senior management and governance forums.

Stakeholder Management

  • Work collaboratively across Finance and with wider corporate functions (Risk, Legal, Commercial, HR).
  • Build effective working relationships with stakeholders to support delivery of financial and governance objectives.

Essential

  • Experience supporting senior leaders or leadership teams in a business management, governance, programme management, risk, assurance or operational management role.
  • Experience coordinating complex activities across multiple stakeholders.
  • Experience of preparing papers, briefings, reports or governance material for senior decision-making forums.
  • Experience maintaining governance, risk, assurance or control frameworks.
  • Comfortable managing data from multiple sources and working in a fast-paced, evolving organisation.
  • Strong Excel and analytical skills.

Desirable

  • Experience within a financial reporting, planning or management accounting environment.
  • Experience in public sector, regulated industries or government funded environments.
  • Power BI or similar dashboard development experience.
  • Experience in organisations undergoing rapid growth or transformation.

Qualifications

  • Professional qualification or relevant demonstrable experience in business management, governance, risk management, or related discipline.
