Are you an experienced finance business partner/analyst with debt recovery experience within a local authority?

A London Borough is currently recruiting for a Senior Finance Analyst to support a high-profile Income & Debt Improvement Programme on an initial 6-month interim assignment.

The role will be offered on a hybrid basis with 2-3 days per week onsite required. The rate for this assignment will be £500 per day umbrella.

This is a unique opportunity to support one of the Council's key financial priorities, helping to improve income collection, reduce outstanding debt and strengthen financial decision-making across a range of services.

Working with large and complex datasets, you will provide detailed analysis, performance insights and evidence-based recommendations that drive measurable improvements across Council Tax and other debt portfolios.

The Role

As a key member of the Income & Debt Improvement Programme, you will:

  • Lead a comprehensive review of the Council's Council Tax debt portfolio, analysing debt stock, arrears trends, recovery performance and customer payment behaviour
  • Identify opportunities to improve collection rates, reduce aged debt and maximise recovery activity
  • Develop performance frameworks, dashboards and management information to improve visibility of debt recovery performance
  • Establish clear baselines and ongoing monitoring of collection and recovery outcomes
  • Analyse customer contact data, Direct Debit records and account information to identify data quality issues impacting collection performance
  • Assess the effectiveness of recovery activities including reminders, summons processes, payment arrangements and customer engagement initiatives
  • Undertake deep-dive analysis across Adult Social Care Debt, Housing Benefit Overpayments and Sundry Debt portfolios
  • Develop enhanced reporting solutions using Excel, Power BI and other analytical tools
  • Create and maintain a benefits realisation framework to track debt reduction and income maximisation opportunities
  • Produce strategic recommendations and final reporting to support the Council's long-term Income & Debt Improvement Strategy
  • Document reporting methodologies and analytical processes to ensure effective knowledge transfer to permanent teams
  • Extract, reconcile and analyse data from multiple systems to identify cross-service insights and opportunities for improvement

  • Proven experience in a Finance Analyst, Performance Analyst, Business Intelligence Analyst or similar analytical role
  • Strong experience working with large and complex datasets to deliver actionable business insights
  • Advanced Excel skills and experience developing reporting and dashboards within Power BI
  • Excellent stakeholder engagement skills, with the ability to present complex information in a clear and meaningful way
  • Experience producing performance reporting, trend analysis and evidence-based recommendations
  • A proactive and solutions-focused approach with strong attention to detail

Desirable Experience

  • Previous experience working within a local authority revenue, debt recovery or income management environment
  • Knowledge of Council Tax collection and recovery processes
  • Experience using NEC, Mosaic, Abacus and/or Oracle Financials
  • Experience supporting transformation, income improvement or debt recovery programmes within the public sector
  • Alternatively, candidates with relevant experience from a large public sector organisation will also be considered
