Role Overview

The Finance Manager – Cost Control & Budgeting is responsible for overseeing the group’s budgeting, cost control and financial performance management activities across all entities. The role provides group-level oversight of the annual budgeting process, rolling forecasts, cost performance and expenditure controls.

Key Responsibilities

  • Lead the group annual budgeting, forecasting, and financial planning process.
  • Consolidate and review budgets and forecasts across group entities and functions.
  • Monitor actual performance against budget and forecast, highlighting key variances and cost drivers.
  • Prepare regular management reports and financial analysis for senior management.
  • Monitor operating and capital expenditure against approved budgets.
  • Review the significant costs, spending requests and budget assumptions.
  • Identify opportunities for cost reduction, efficiency improvement, and better resource utilisation.
  • Work with business and finance teams to improve budget ownership and cost accountability.
  • Prepare financial analysis and business cases to support major spending and investment decisions.
  • Maintain effective budgeting, cost control, and financial reporting processes across the Group.

Qualifications & Skills

  • Bachelor’s degree in accounting, Finance, or a related discipline.
  • Minimum 5 years of relevant experience in accounting, financial reporting, consolidation, or group finance roles.
  • Strong experience in budgeting, forecasting, cost control, and financial performance analysis.
  • Proficient in Microsoft Excel and accounting software.
  • Occasional travel to Group offices and operation of entities, as required.
  • Experience working in multi-entity, multi-currency group environments.
  • Excellent communication and stakeholder management skills, with the confidence to work with senior management, banks and external advisers.
  • Highly organized, detail-oriented, and proactive, with strong ownership and accountability.
  • Fluency in spoken and written English and Chinese.
