Job Purpose:
Finance Officer will support several HALO programmes by providing high-quality financial analysis, advice, and operational support. The role will work closely with programme teams around the world, helping ensure strong financial management, donor compliance, and accurate budgeting.

HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women.
Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.
HALO addresses human suffering caused by armed violence in some of the world's most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.
About the role:
As a Finance Officer, you'll support several HALO programmes by providing high-quality financial analysis, advice, and operational support. You'll work closely with programme teams around the world, helping ensure strong financial management, donor compliance, and accurate budgeting.

Responsibilities:
Donor Contract Management
- Support the production of accurate and timely donor financial reports and fund requests
- Assist in the development of donor budgets using HALO's financial planning system (Adaptive Insights)
- Contribute to the development and improvement of systems, tools, and processes to ensure efficient budgeting and forecasting
- Support financial monitoring of grants and contracts, including forecasting costs to completion in collaboration with programme teams
Programme Support
- Support programmes in the preparation of country budgets aligned with anticipated donor funding
- Prepare, submit for approval, and post monthly journals in the accounting system
- Support the review and reconciliation of implementing partner financial reports and payment requests
Programme Compliance
- Assist with monitoring compliance with overseas statutory requirements, including company registration, financial reporting, and taxation
- Support compliance with donor regulations and HALO financial and logistics standard operating procedures, including desk- and field-based audits
- Assist in the preparation of documentation for grant and contract audits, liaising with external auditors and country teams as required
General:
- Uphold HALO's core values and standards, promoting its ethos and mission statement
- Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding
Requirements
Essential Requirements:

- Strong, demonstrable experience in a finance role
- Advanced Excel skills, including data analysis (e.g. pivot tables, VLOOKUP, SUMIF)
- Excellent interpersonal and communication skills
Desirable Requirements:
- Bachelor's degree in finance, accounting, business administration, or a related discipline
