Financial Accounting Manager

Length of employment 12 months with the possibility of extension

HM Land Registry is looking for a Financial Accounting Manager to join our Finance team. Reporting to the Head of Financial Reporting and Accounts, you will play a key role in ensuring the integrity of our financial records and compliance with statutory and government reporting requirements.

You will lead on the management of the General Ledger and Projects Ledger, provide expert technical accounting advice, and help drive improvements across financial processes and controls. Job description

As Financial Accounting Manager, you will be responsible for ensuring HM Land Registry's financial transactions are accurately recorded and reported in a timely manner. You will oversee key financial accounting activities, including the General Ledger, Fixed Asset Register, lease accounting, and project accounting, while ensuring compliance with relevant accounting standards, government guidance, and reporting requirements.

Working closely with colleagues across Finance and the wider business, you will provide expert technical advice, identify opportunities for continuous improvement, and support the development of financial capability across the organisation. You will also lead a team that values collaboration, innovation, and high-quality service delivery.

Main Duties

As Financial Accounting Manager, you will:

  • Lead and develop the Financial Accounting team, creating a positive, high-performing environment that supports delivery and professional growth.
  • Ensure the effective operation of the General Ledger and Projects Ledger, including non-current assets, lease accounting, balance sheet reconciliations, and capitalisation activities.
  • Lead monthly, quarterly, and yearly closedown processes, ensuring accurate and timely financial reporting.
  • Provide expert technical advice on financial accounting matters, including VAT, IFRS, the Government Financial Reporting Manual, Managing Public Money, Consolidated Budgeting Guidance, and other regulatory requirements.
  • Prepare high-quality financial papers, briefings, submissions, and written advice for senior stakeholders.
  • Maintain a robust financial control and governance framework, effectively managing risk and ensuring compliance with statutory, regulatory, and government reporting requirements.
  • Drive continuous improvement across financial processes, systems, and controls to enhance efficiency and effectiveness.
  • Build and maintain strong working relationships with internal and external stakeholders to support the delivery of organisational objectives.
  • Support the Financial Operations Team as required plus other ad-hoc duties.

Please note, Financial Operations have staff based in Croydon, Durham, Plymouth, Swansea Weymouth, and Leicester. If not based in Croydon, there will be some ad-hoc travel to our Head Office (with advance notice). There will also be the opportunity to visit your team at their home office if you are not co-located.

Person specification

To be successful, you will:

Technical

  • Be a fully qualified CCAB accountant (or internationally recognised equivalent) and a member of a CCAB accountancy body.
  • Hold strong excel skills.

Experience

  • Build and maintain strong working relationships within the team and wider business.
  • Identify opportunities for system and process improvements, including developing and implementing proposals.
