Job Summary

At NHS Blood and Transplant (NHSBT), you'll play a vital role in helping us save and improve lives by leading our organisation-wide taxation function. You will be the expert voice on VAT, employment taxes, import and export duties, CIS and wider tax compliance, helping colleagues make informed decisions that support our services and patients. Working with senior leaders across Finance, Commercial and Estates, you'll provide practical advice on complex projects, contracts and business cases, while ensuring NHSBT meets its statutory obligations and maximises opportunities for tax recovery. You'll also lead relationships with HMRC, shape policy and controls, deliver training and influence improvements to systems and processes that enhance compliance, reduce risk and support organisational success. Main Duties of the Job

  • Lead all taxation matters across NHSBT, acting as the recognised expert for VAT, employment taxes, Construction Industry Scheme (CIS), import and export duties, and related tax compliance requirements.
  • Build and maintain effective relationships with HMRC, including managing inspections, compliance reviews and complex technical enquiries.
  • Ensure statutory returns, including VAT, CIS, P11D and PAYE Settlement Agreements, are completed accurately and submitted on time.
  • Provide expert advice on business cases, commercial contracts, leases, procurement activity and major estates projects to help achieve the most effective and compliant outcomes.
  • Develop and improve tax controls, policies and processes that support compliance, mitigate risk and maximise legitimate tax recovery opportunities.
  • Monitor changes in tax legislation and regulations, explaining their impact and recommending practical actions across the organisation.
  • Deliver engaging tax training and guidance to finance and non-finance colleagues, helping teams build knowledge and confidence.
  • Analyse complex financial and operational data to identify risks, opportunities and areas for improvement, presenting clear recommendations to stakeholders.
  • Lead tax-related input into financial systems, governance frameworks and organisational change initiatives, including future ERP developments.
  • Support the Head of Financial Accounting & Control with month-end, year-end and statutory accounting activities, including audit requirements and complex reconciliations.

About You

Experience and Knowledge

  • Expert knowledge and experience of VAT rules, including partial exemption, construction projects, imports and exports, VAT returns and managing responses to HMRC inspections
  • Expert knowledge and experience of VAT Contracted Out Services Rules in the public sector.
  • Knowledge of import and export duties, incoterms and duties settlement methods, and UK-specific requirements (e.g. under the Windsor Agreement).
  • Extensive experience of translating technical tax requirements into practical procedures and guidance and identifying and implementing changes to transactional processes and reporting to ensure adequate data capture and audit trails.
  • Knowledge and experience of employment taxes, for example in relation to allowable expenses, payrolling benefits, company cars (including salary sacrifice cars), grossing-up taxable expenses and other payments, redundancy payments, the rules and requirements for PAYE Settlement Agreements, relocation expenses, dual office, IR35, working overseas.
  • Knowledge of the Construction Industry Scheme (CIS), and how its requirements apply to end-user organisations such as NHSBT.
  • Proven experience of researching how VAT, and other tax rules, apply in scenarios where the guidance may not be specific or may be open to interpretation, documenting the findings and recommending a course of action, or options, including an assessment of the risks.
  • Experience of the review and challenge of Business Cases, and the provision of constructive but potentially challenging advice which may impact outcomes and the financial viability of the Business Case, where there may be significant unknown or unclear information at the current stage of the process.
  • Expert knowledge and experience of financial accounting, including statutory, HMT Financial Reporting Manual, International Financial Reporting Standards, and audit evidence requirements.
  • Experience of developing and delivering training courses, to both financial and non-financial managers and staff.
  • Expert knowledge and experience of financial ledger systems, reporting and data analysis tools.
  • Knowledge and experience of negotiating process change and outcomes in a challenging environment.
  • Experience of planning own workload, to external statutory deadlines and internal management deadlines, including managing key working relationships across Finance and the wider organisation to ensure delivery.

Qualifications And Training

  • Masters-level professional accounting qualification from a CCAB or equivalent awarding body, with full membership of the respective accounting body having been achieved, plus significant post qualification experience working in large complex organisations.
  • Trained to expert level in use of Excel for data analysis, and the use of other financial data extraction/reporting tools (e.g. Business Objects).
  • Demonstrable commitment to own Continued Professional Development (CPD) through, for example, training, membership of professional forums, webinars, e-learning and own research to ensure knowledge remains current.
