Director of Finance
Location: Edinburgh – 3 days per week onsite
Contract: 12-Month Fixed-Term Contract
Salary: £105,000 per annum
Sector: Public Sector
The Role
This is a senior and influential leadership position within the Executive Management Group, responsible for providing strategic financial leadership across the organisation and supporting the effective management of an budget of approximately £500 million.
The successful candidate will play a key role in financial strategy, forecasting, budget management, statutory reporting, audit and financial assurance.
Key Responsibilities
- Lead the development and delivery of the SPS financial strategy, aligned with organisational priorities.
- Provide strategic financial advice to the Chief Executive, Directors and Scottish Government.
- Oversee budget allocation, forecasting, monitoring and reporting across resource, capital and operating budgets.
- Lead the annual Budget and Spending Review processes.
- Ensure robust financial controls, compliance, risk management and value for money.
- Oversee the production and publication of statutory accounts and annual audit processes.
- Provide financial assurance and forecasting for major strategic and transformation programmes.
- Lead and manage the Finance and Procurement functions.
- Support continuous improvement, efficiency and effective use of public funds.
- Build strong relationships with senior stakeholders across SPS and Scottish Government.

Essential Experience
- Significant senior-level financial management experience, ideally within a complex public sector environment.
- Strong technical financial accounting expertise.
- Experience developing and implementing financial strategy.
- Strong understanding of public body financial frameworks, governance, risk and performance management.
- Experience managing budgets of significant scale and complexity.
- Proven experience delivering sustainable change and improving financial processes and behaviours.
- Excellent leadership, communication, influencing and stakeholder management skills.
- Ability to communicate complex financial information clearly to both finance and non-finance audiences.
- Strong understanding of the relationship between strategy and financial management.
- Experience driving quality, efficiency and value for money.
- Understanding of ESG considerations and complex financial matters.

Essential Qualification
The successful candidate must be fully CCAB qualified as a professional accountant, maintain up-to-date CPD and hold membership of a recognised professional accountancy body.
