Financial Risk Manager

The Financial Risk Manager is responsible for supporting the effective oversight, analysis and reporting of the Bank’s financial risks, with a strong focus on improving the quality, automation and insightfulness of financial risk management information.

The role sits within the second line Risk & Compliance function and provides independent oversight and challenge across financial risk activities. Financial risk includes capital adequacy risk, liquidity and funding risk, market risk, interest rate risk in the banking book, financial counterparty risk and credit portfolio oversight.

The role holder will work closely with Finance, Treasury, Credit Risk, Data, Technology and senior stakeholders to ensure that financial risk reporting is accurate, timely, well-controlled and capable of supporting effective management decisions. The role will also support second-line review and assurance of key prudential documents and processes, including the ICAAP, ILAAP, recovery planning, stress testing and related financial risk governance.

A key feature of the role is continuous improvement. The Bank is scaling and modernising its risk infrastructure, and this role will help move regular risk reporting away from manual production and towards more automated, repeatable, controlled and insight-led processes. The successful candidate will therefore need to combine strong financial risk knowledge with practical data and automation skills, including the ability to use tools such as Python, Power BI or similar automation/reporting software.

This is a hands-on role in a growing bank. The role holder will need to be comfortable operating in a lean environment, balancing BAU reporting with improvement activity, and presenting financial risk insights clearly to a range of audiences, including senior management and governance committees.

Requirements

  • Strong experience in financial risk management, prudential risk, treasury risk, capital management, liquidity risk, market risk, credit portfolio analytics or a closely related discipline.
  • Strong technical knowledge in at least half of the following areas: capital adequacy, liquidity and funding risk, market risk, interest rate risk in the banking book, financial counterparty risk or credit portfolio risk.
  • Experience working in a regulated financial services environment, ideally within a UK bank, building society, specialist lender, retail finance provider or similar organisation.
  • Good understanding of applicable PRA and FCA regulatory expectations relevant to financial risk management.
  • Experience supporting, reviewing or contributing to ICAAP and/or ILAAP processes.
  • Experience producing, managing or reviewing risk MI for senior management or committee audiences.
  • Strong data analysis skills, with the ability to identify trends, drivers, anomalies and emerging risk indicators.
  • Demonstrable experience improving or automating reporting processes, ideally using tools such as Python, Power BI, SQL, VBA, advanced Excel or similar.
  • Good understanding of risk appetite frameworks, key risk indicators, limits, triggers, breach escalation and management action tracking.
  • Experience working with Finance, Treasury, Credit Risk, Data or Technology stakeholders.
  • Experience in stress testing, scenario analysis, capital planning, liquidity planning or portfolio analytics would be advantageous.
  • Familiarity with UK prudential regulatory concepts such as ICAAP, ILAAP, SREP, capital resources, capital requirements, liquidity coverage, funding risk, IRRBB and recovery planning would be beneficial.
  • Experience operating in a growing, changing or lean organisation, where individuals are expected to be hands-on and adaptable.
  • Professional qualifications in risk management, accountancy, treasury, banking, finance, data analytics or a related area would be useful but are not essential where the candidate can demonstrate relevant practical experience.

Responsibilities

Financial Risk Reporting, MI and Insight

  • Maintain and oversee the production of regular financial risk reporting and management information across relevant financial risk categories, including capital, liquidity, funding, market risk, interest rate risk and credit portfolio oversight.
  • Support the development of financial risk MI that is accurate, timely, clear, consistent and aligned to the Bank’s Risk Appetite Framework and governance requirements.
  • Analyse financial risk data and trends, drawing out key movements, emerging risks, drivers of change and areas requiring management attention.
  • Prepare clear commentary and insight for reporting to relevant committees, including ALCO, ExCo, Board Risk Committee and other governance forums as required.
  • Support the CRO and wider Risk function in providing second-line input to financial risk reporting, including review and challenge of first-line commentary and management actions.
  • Help ensure that financial risk MI is not simply data reporting, but provides meaningful insight into whether risks remain within appetite and whether escalation or remediation is required.
  • Support the development of dashboards, reporting packs and visual reporting tools that make financial risk information easier to interpret and act upon.

Automation, Data Management and Continuous Improvement

  • Lead and support the automation and continuous improvement of regular financial risk reporting and MI processes.
  • Identify opportunities to reduce manual data handling, spreadsheet dependency and key-person reliance in risk reporting processes.
  • Develop, maintain or enhance automated reporting routines using tools such as Python, Power BI, Excel, SQL or other relevant software.
  • Work with Finance, Treasury, Credit Risk, Data and Technology teams to improve data flows, data quality, reporting efficiency and control over financial risk information.
  • Build repeatable reporting processes with clear data lineage, version control, reconciliations and documented assumptions.
  • Support improvements to the control environment over financial risk reporting, including checks, reconciliations, exception reporting and escalation mechanisms.
  • Help embed good data management practice within the second line Risk function, including appropriate documentation of data sources, transformations, calculations and reporting logic.
  • Provide practical recommendations to improve the scalability and resilience of financial risk reporting as the Bank grows.

Second-Line Oversight of Financial Risk

  • Provide second-line oversight, review and challenge of financial risk management activities carried out by first-line functions, particularly Finance, Treasury and Credit Risk.
  • Monitor adherence to financial risk appetite metrics, triggers and limits, and challenge proposed management actions where actual or forecast metrics move outside appetite.
  • Support independent assessment of financial risk exposures, emerging issues, trends and concentrations.
  • Review financial risk policies, standards and procedures, ensuring they remain appropriate, proportionate and aligned to the Bank’s business model and regulatory expectations.
  • Support oversight of financial risk controls, including the design and operating effectiveness of key controls relevant to capital, liquidity, funding, market and credit portfolio risk.
  • Contribute to second-line assurance activity over financial risk, including thematic reviews, control testing, evidence review and tracking of agreed actions.
  • Support the identification, assessment and escalation of financial risk issues, breaches, events and control weaknesses.
  • Maintain constructive but robust working relationships with first-line stakeholders, providing effective challenge while supporting practical and proportionate solutions.

ICAAP, ILAAP and Prudential Risk Activities

  • Support second-line review, challenge and assurance of the Bank’s ICAAP, ILAAP and other prudential risk documents.
  • Review and challenge key assumptions, methodologies, stress scenarios, management actions, conclusions and governance evidence within prudential papers.
  • Support the development of high-quality prudential reporting that is clear, well-evidenced and capable of withstanding regulatory scrutiny.
  • Assist with second-line input into capital adequacy risk, liquidity adequacy risk, funding risk, interest rate risk and related stress testing activities.
  • Support review and challenge of the linkage between ICAAP, ILAAP, Recovery Plan, Risk Appetite Framework, financial risk MI.
  • Support responses to internal audit, external audit, regulatory feedback and remediation actions relating to prudential risk management.
  • Assist with horizon scanning for prudential regulatory developments and assessing their relevance to the Bank’s financial risk framework.

Credit Portfolio and Financial Risk Analytics

  • Support second-line oversight of credit portfolio risk from a financial risk perspective, including portfolio trends, concentration risk, asset performance and interaction with capital and liquidity planning.
  • Review and challenge portfolio MI, including asset growth, arrears, defaults, expected credit losses, risk-adjusted returns and portfolio concentrations.
  • Work with Credit Risk and Finance to understand how credit portfolio movements affect capital, profitability, funding, liquidity and risk appetite.
  • Support the development of portfolio analytics and reporting that provide clearer visibility of emerging risk and performance trends.
  • Contribute to review and challenge of stress testing outputs, including the impact of macroeconomic and idiosyncratic scenarios on capital, liquidity, impairments and profitability.
  • Help translate technical analysis into clear messages for senior management and committee audiences.

Governance, Stakeholder Management and Risk Projects

  • Build strong relationships across Risk, Compliance, Finance, Treasury, Credit, Data, Technology and Operations.
  • Present financial risk insights clearly and confidently to a range of audiences, including technical specialists, senior management and governance committees.
  • Support the CRO and wider Risk function with broader risk projects, regulatory remediation activity and continuous improvement initiatives as required.
  • Contribute to the development of a more integrated and forward-looking financial risk oversight framework.
  • Maintain clear records of review, challenge, decisions, evidence and action tracking.
  • Support the preparation of materials for internal governance, external audit, internal audit and regulatory engagement where required.
  • Promote a culture of strong risk management, effective challenge, accountability and good customer outcomes.
