The Role
Greater Manchester Combined Authority (GMCA) are committed to delivering resilient and effective communications systems that support emergency response and public safety across Greater Manchester. We are seeking an experienced and dedicated Fire Operations Response Engineer to join our Digital Team.
The successful candidate will play a vital role in supporting and developing the critical communications infrastructure used by frontline operational staff. You will be responsible for the installation, maintenance, monitoring, and continuous improvement of a wide range of emergency communications technologies, including Radio Systems, Mobilising Solutions, Station Alerting Systems, and associated operational technologies. Working closely with frontline teams, technical colleagues, and external partners, you will ensure these critical services remain reliable, resilient, and available when they are needed most.
You will be joining an award-winning digital service that supports one of the country's leading Fire and Rescue Services. Through the delivery of high-quality communications and operational technology solutions, you will contribute directly to the safety of Greater Manchester's communities and support the ongoing modernisation and transformation of emergency service delivery.
The Role Holder Will
- Be highly motivated and effective within a Systems Support function, ensuring a pro-active approach to support and working towards non repeat calls and maximum user self-sufficiency.
- Assist in the maintenance and review the operational procedures, working practices responsibilities and standards relating to existing and future systems. Assist in the development and monitoring of Service Level Agreements and performance criteria.
- Support the provision of a Data Communications service to staff of GMCA and NWFC including assisting with system reviews to ensure the required provision is maintained.
- The post holder may be required to represent GMFRS in local, regional and national forums and communicate with appropriate colleagues as to the input and output from these discussions when the Team Leader is not available.
- Support the provision of the Digital Communications function to support the achievement of the business objectives of GMCA.
- Maintaining qualifications for the efficient maintenance and support of the Data Communications system.
- Assisting in the effective provision and smooth implementation of all Data Communications systems including mobilising system, mobile data system and all other peripheral command, control and communications systems required to maintain GMCA operational emergency response.
- Assist the Senior Engineer to support users in the use of and demonstrate the benefits of all available systems.
- Assist the Senior Engineer to maintain and develop an effective working relationship with all relevant suppliers, contractors, service providers, regulators and other external agencies to ensure that GMCA enjoys an excellent level of service to meet its operational and statutory duties.
- Assist the Senior Engineer to establish, monitor and maintain appropriate maintenance and support arrangements for all services and liaise with suppliers about hardware, software and service support and ensure that problems are logged, reported and resolved in a timely manner.
- Ensure that fault calls are logged and appropriate action taken.
- Assist the Senior Engineer to specify changes to hardware/software required by GMCA and ensure the appropriate changes are made to fulfil the requirements of the Service.
- Assist the Senior Engineer in providing on-going research and development for all Sata Communications systems. Assist in the support and contribute to the development of systems for GMCA utilising the appropriate technologies available.
- Assist the Senior Engineer to document and support the implementation of all software and hardware installations and upgrades and ensure they are undertaken in a timely and efficient manner.
- Assist the Team Leader in managing the configuration of the systems data structures to reflect changes in GMFRS policy and structure, where the facilities provided by the systems will allow.

About You

- Educated to degree level in relevant area or equivalent
- Relevant professional qualification, membership of a relevant professional body.
- Evidence of continuous professional development
- ITIL Intermediate - Capability or Lifecycle Certificate relevant to the area of expertise
- Technical experience across a range of solutions and platforms in the Local Government arena.
- Working knowledge of project management methodologies and an ability to apply these in practice, and experience of successfully managing complex projects from inception to completion.
- Experience of analysing and interpreting complex information and communicating it appropriately to a range of stakeholders.
- Knowledge of project management principles
- Demonstrable experience of successful project management of a new technology system or a major upgrade of a corporate system impacting on a wide number of users across the Service
