The Fleet Compliance Engineer will assist the Lead Operations Manager in the control of all vehicle risks in relation to ScottishPower delivering its Operator Licence statutory requirements as set out by the DVSA.
The Fleet Compliance Engineer is responsible for ensuring the roadworthiness of ScottishPower’s fleet of 1,500 vehicles including but not limited to vehicle inspection, maintenance record auditing, vehicle and driver safety, monitoring of contracted service delivery standards (and challenging such standards when required), vehicle environmental condition, and Operator License processes adherence and compliance.
What You’ll Be Doing
- Support the implementation of the Fleet HS&E controls across the ScottishPower Businesses, including a UK wide fleet compliance audit programme
- Implement audit practices to demonstrate vehicle record compliance in line with Operator License and statutory obligations
- Inspect vehicles (HGV and LCV) in the field to ensure that maintenance activities have been professionally, safely, and competently undertaken
- Escalate areas of concern, defects, etc to the Lead Operations Manager, Senior Managers, and external supply chain partners
- Identify immediate safety and/or compliance issues and, if required, prohibiting the use of a vehicle; confidently communicating such prohibition to the customer and standing behind the decision
- Develop an escalation process to enable effective management information reporting that identifies major fleet risk elements and trends with risk indicators across the group
- Develop relationships with internal ScottishPower customers in order to educate drivers in their responsibility in reducing vehicle and compliance risk
- Work closely with drivers to embed auditable processes and policies to ensure vehicles are legal and roadworthy in line with the Traffic Commissioners “Guide to Maintaining Roadworthiness”
- Support the management of outsourced service providers by assisting towards continuous improvement across all areas of service delivery to ensure all statutory, contractual, commercial and performance objectives are fully satisfied

What You’ll Bring
- Experience of managing vehicle compliance for a commercial fleet
- Experience in vehicle risk management processes and policy information
- Experienced in health, safety, and environmental management, with the ability to respond to H&S risks and or fleet emergency response
- Proven ability to build credibility, independently and constructively challenge the driver population towards best practice in line with General Services Fleet policy
- Ability to influence and encourage behavioural change
- Ability to assess, prioritise and confidently make the right decision in a dynamic service environment
- Good report writing skills with the ability to analyse data
- Ideally you will be working towards a certificate of Professional Competence for Transport Management
- NEBOSH is highly desirable
Minimum Criteria
- Experience of managing vehicle compliance for a commercial fleet
- Operator Licence Awareness (for example, Logistics UK eOLAT)
- Technically qualified in motor vehicle maintenance and repair or equivalent experience
- Good understanding of health, safety and environmental parameters impacting Fleet management services
- Strong communications skills

- Flexibility to work out-with normal working hours in response to vehicle compliance checking and user responsibilities
- Flexibility to work in locations out-with normal working location
- Must hold a UK Drivers License
