Working Hours: 35 Hours Per Week

Qualification - Certificate of Professional Competence in road haulage operations and VOSA Authorised Examiner Manager

Police Vetting- You will be required to undertake a Greater Manchester Police vetting process.

Driving Licence - The successful candidate must always hold a full valid driving licence as you will be required to drive a vehicle adhering to council regulations.


Role Overview

The Fleet Services Manager, leads the Council's fleet management operation, ensuring the safe, compliant and efficient delivery of fleet services that support frontline services across Manchester. You will provide strategic leadership for fleet contracts, budgets, vehicle maintenance, taxi testing and statutory compliance, while managing key relationships with Greater Manchester Police and other stakeholders. This is a highly influential role requiring strong technical expertise, commercial acumen and a commitment to delivering excellent services.

The Fleet Services Manager plays a critical role in ensuring the Council's fleet operation remains safe, legally compliant and capable of supporting frontline services across the city. The post provides strategic leadership for contract management, budget oversight, regulatory compliance and partnership working, whilst delivering specialist expertise that protects the Council from operational, financial and reputational risk. Through effective management of fleet services, vehicle testing and statutory responsibilities, the role has a direct impact on service performance, public safety and value for money.

  • Full driving licence.
  • Certificate of Professional Competence (CPC) in Road Haulage Operations.
  • In-depth knowledge and experience of motor vehicle engineering.
  • Significant experience of fleet management, contract management and budget oversight.
  • Detailed understanding of Operator Licence requirements, MOT regulations, vehicle testing and relevant health and safety legislation.
  • Existing VOSA Authorised Examiner Manager accreditation
  • Comprehensive knowledge of taxi testing and licensing requirements.
  • Proven ability to lead, develop and motivate teams while driving continuous service improvement.
  • Strong communication, stakeholder management and commercial skills.
  • Microsoft Office 365 skills.

Desirable Requirements for the role

  • Experience working within a local government or public sector environment.
  • Experience of managing collaborative partnership arrangements across organisations.
  • Experience of delivering service transformation, procurement exercises and major contract reviews
