Flow Capital Delivery Manager - Water Recycling

Salary: Starting from £57,000 (circa dependent on skills and experience) + Car Allowance

About the Role

At Anglian Water, we're investing in our assets, our environment, and our future. We're looking for an experienced and inspiring Flow Capital Delivery Manager to lead our Flow Compliance Capital Programme and a team of delivery engineers.

This is a people leadership role with real delivery accountability. You'll create the momentum, direction, and confidence the team needs to deliver great outcomes while ensuring projects are planned properly, delivered safely, and provide lasting benefits for customers and the environment.

We're looking for someone proactive and improvement-focused. You'll challenge inefficient processes, drive better ways of working, and create a culture where people take ownership, solve problems, and deliver with pride.

The programme is delivered through contractors and framework partners on live operational sites, so you'll need strong experience in capital delivery, contractor management, and CDM, alongside excellent leadership skills.

What you'll be doing

  • Leading and developing a team of delivery engineers, creating a culture of accountability, challenge, and excellent delivery.
  • Delivering the Flow Compliance Capital Programme from concept through to construction, commissioning, and handover.
  • Managing contractors and framework partners to ensure safe, effective, and efficient delivery.
  • Ensuring CDM requirements, safety standards, and delivery risks are understood and managed throughout the programme.
  • Maintaining strong commercial, financial, and programme controls, including budgets, forecasts, and value for money.
  • Using data and performance reporting to track progress, identify risks early, and support effective decisions.
  • Working closely with Operations, Finance, SAP, contractors, and stakeholders to remove barriers and improve delivery performance.
  • Driving continuous improvement across the Flow Compliance programme.

What we're looking for

We're looking for a visible and authentic leader who can inspire a technical team, create momentum, and deliver results through others. You'll be comfortable challenging the status quo, improving how things are done, and maintaining high standards of safety, performance, and accountability.

You'll combine strong people leadership with hands-on experience of delivering capital works through contractors on operational sites. You will know when to empower the team, when to intervene, when to challenge a partner, and when to stop work or escalate.

Essential experience

  • Managing contractors, framework partners, and supply chains.
  • Working knowledge of CDM regulations and safe construction delivery.
  • Leading and developing high-performing teams.
  • Delivering capital programmes or construction schemes in a complex operational environment.
  • Strong commercial, financial, and programme management capability, including budgeting, forecasting, and reporting.
  • Using data and performance information to manage delivery and support decision making.
  • Excellent stakeholder management skills.
  • Full UK driving licence.
