Job Description
About the Role
This is an exciting opportunity to join our Crime Standards team as the Force Crime and Incident Registrar (FCIR).
In this role, you will be responsible for ensuring crime and incident records are accurate, consistent and compliant with the National Crime Recording Standards (NCRS), Home Office Counting Rules (HOCR) and National Standard for Incident Recording (NSIR).
Working with senior leaders, operational colleagues and external partners, you will provide expert guidance, act as final arbiter for crime recording decisions and drive improvements in recording standards to support the force in delivering a high-quality service to victims and communities. Your work will play an important part in maintaining public confidence, safeguarding crime data integrity and supporting effective policing.
Key Responsibilities
You will:
- Lead force-wide crime and incident recording standards and compliance.
- Provide expert oversight of crime recording, classification, outcomes and cancellations.
- Ensure compliance with national crime recording standards and data integrity requirements.
- Deliver audit, assurance and performance improvement activity.
- Advise senior leaders on crime recording risks, compliance and best practice.
- Oversee crime recording training and decision-making consistency.
- Monitor crime reporting channels to identify risks and improve recording accuracy.
- Represent the force at regional and national crime recording forums.
- Lead and develop the FCIR and Quality Assurance teams.

Who We're Looking For
You will have:
- A willingness to complete, or have already completed, the College of Policing national accreditation programme within 12 months of appointment and maintain this accreditation.
- A strong understanding of HOCR, NCRS and NSIR requirements.
- Excellent IT skills, including Microsoft Office applications, spreadsheets and data analysis.
- Strong written communication skills, with experience preparing reports and briefing papers for senior audiences.
- Excellent verbal communication and presentation skills.
- Strong analytical skills, with the ability to identify trends, risks and improvement opportunities from data.
- Experience of leading and managing staff, including performance and attendance management.
- Experience making decisions that influence organisational performance and outcomes.
- The ability to assess external developments, understand their impact and develop effective responses.
- Strong people management and leadership skills, with the ability to support and develop others.

Desirable Experience
- Practical experience applying HOCR, NCRS and NSIR standards.
- Experience in audit, compliance, quality assurance or governance roles.
Additional Information
This role requires successful Police Management Vetting (MV) clearance in line with the National Vetting Policy.
Based at Police Headquarters, Portishead, this is a hybrid role requiring office attendance of approximately 1 day per week.
The shortlisting will commence September 28th.
Please note that an interview and scenario-based exercise will be held. This will take place in person week commencing October 5th.
