FP&A Target Operating Model (TOM) Consultant
Location: United Kingdom
Work Model: Remote within the UK
Position Overview
We are seeking an experienced FP&A Target Operating Model (TOM) Consultant to define and design the future-state operating model for Financial Planning & Analysis. The role will focus on assessing the current FP&A operating model, identifying improvement opportunities and designing a target operating model covering processes, organization, governance, and technology. The successful candidate will also support the integration of GBS/shared services and BPO models into the FP&A operating structure.
Key Responsibilities
TOM Design & Strategy
- Define and design the FP&A Target Operating Model (TOM) covering processes, organization, governance, and technology.
- Assess current-state FP&A maturity and identify opportunities for improvement.
- Develop operating model blueprints covering central, business unit, and GBS/BPO layers.
- Align the FP&A operating model with enterprise strategy, finance vision, and digital roadmap.
- Define future-state capabilities, responsibilities, and operating structures.

Process Transformation
- Redesign core FP&A processes, including:
- Budgeting
- Forecasting
- Long-range planning
- Management reporting
- Drive standardization, simplification, and harmonization across regions and functions.
- Improve planning cycles, reduce turnaround times, and enhance accuracy.
- Implement FP&A best practices such as:
- Driver-based planning
- Rolling forecasts
- Identify opportunities to improve process efficiency and operating effectiveness.
GBS / BPO Integration
- Define the role of GBS/shared services and outsourcing within the FP&A Target Operating Model.
- Identify activities suitable for centralization or outsourcing.
- Support transition design, knowledge transfer, and service delivery models.
- Establish appropriate SLAs, KPIs, and governance frameworks.
- Define operating responsibilities and interfaces between FP&A, business units, and GBS/BPO functions.

Candidate Requirements
- Strong experience in FP&A Target Operating Model (TOM) design and transformation.
- Experience assessing current-state FP&A maturity and designing future-state operating models.
- Strong understanding of FP&A processes including budgeting, forecasting, long-range planning, and management reporting.
- Experience with process standardization, simplification, and harmonization.
- Understanding of centralized, business-unit, and GBS/shared-service operating models.
- Experience with GBS, shared services, and/or BPO integration.
- Experience defining SLAs, KPIs, and governance frameworks.
- Understanding of modern FP&A practices including driver-based planning and rolling forecasts.
- Strong strategic, analytical, and process-transformation skills.
