Framework Manager

Hybrid – Southwark (3 days office / 2 days home)

Are you an experienced Framework Manager, Strategic Partnership Lead or Work Winning professional with a strong understanding of public sector procurement and framework agreements? Looking for a role where you can take ownership of a nationally recognised framework portfolio and play a key role in shaping long term business growth?

This is a rare Framework Manager opportunity to join one of the UK's most respected employee-owned consultancies, recognised for delivering some of the country's most complex and prestigious projects. Working as part of an established Work Winning function, you'll become the driving force behind the management and development of the organisation's public sector framework portfolio, building relationships with key framework providers, identifying future opportunities and supporting strategic growth across the business.

Working closely with senior leadership, sector leads and bid professionals across the business, you'll lead the day-to-day management of multiple public sector frameworks, acting as the central point of expertise for framework strategy, procurement routes and pipeline opportunities. This is a highly visible Framework Manager role with genuine influence, combining relationship management, commercial awareness and strategic planning to maximise opportunities across a diverse portfolio of national frameworks.

Key Duties

  • Manage the organisation's portfolio of public sector frameworks, acting as the primary point of contact for framework providers and key external stakeholders
  • Build and maintain strong relationships with framework providers, Tier 1 contractors and internal stakeholders to maximise pipeline opportunities and drive strategic growth
  • Lead framework reviews, renewals and new framework applications, ensuring compliance with contractual obligations, reporting requirements and social value commitments
  • Act as the internal framework expert, providing guidance on procurement routes, Direct Awards, framework processes and best practice across the business
  • Manage framework data, performance reporting and the central framework tracker, ensuring all records, technical information and compliance requirements remain accurate and up to date
  • Monitor framework pipelines and market intelligence, identifying future opportunities and supporting bid strategies to maximise success across the public sector portfolio

Experience Required

  • Excellent understanding and knowledge of the UK Procurement Act and associated legislation
  • Knowledge of recognised social value frameworks and measurement methodologies, such as the Social Value Portal TOM System
  • Strategic thinker with commercial awareness and the ability to identify growth opportunities
  • Excellent relationship-building and stakeholder management skills: confident and charismatic approach to engagement with clients, framework administrators and collaborators both externally and internally
