About the Opportunity

Hinkley Point C (HPC) is the first new nuclear power station to be built in the UK in over 20 years, HPCs two EPR reactors will be capable of generating 3.26GW of secure, low carbon electricity for 60 years, enough electricity to power around 6 million homes. In addition to the projects ‘clean energy’ benefits, HPC will create thousands of jobs and bring lasting benefits to the UK economy.

Amentum currently has an opportunity for a Framework Manager (Commissioning) to support the Commissioning Alliance at Hinkley Point C.

The Framework Manager (Commissioning) will be responsible for overseeing the effective delivery and governance of a contract that supplies embedded resources into the Commissioning Alliance at Hinkley Point C. This role ensures that the framework supporting the deployment, integration, and performance management of embedded personnel is robust, consistent, and aligned with the strategic objectives of Amentum, the Commissioning Alliance and Hinkley Point C.

The role will be based on site at Hinkley Point C at least 3 days a week.

Key Responsibilities

  • Lead the delivery and strategic management of the Commissioning Alliance framework, ensuring the effective integration, deployment, and performance of commissioning personnel across major projects
  • Provide technical and operational leadership to embedded commissioning teams, ensuring alignment with commissioning strategies, project milestones, safety requirements, and client objectives
  • Act as the senior interface between Amentum, Alliance partners, and the client, building trusted relationships and influencing key commissioning, delivery, and business decisions
  • Drive excellence in commissioning delivery through effective resource planning, workforce capability development, succession planning, and deployment strategies
  • Ensure commissioning activities are executed in accordance with project procedures, nuclear safety standards, quality expectations, and regulatory requirements
  • Lead framework governance processes, ensuring compliance with contractual obligations, Business Management Systems (BMS), and alliance performance requirements
  • Identify and implement continuous improvement initiatives that enhance commissioning performance, delivery efficiency, collaboration, and commercial outcomes
  • Support commissioning readiness, assurance activities, audits, operational reviews, and stage-gate assessments to ensure successful project execution
  • Champion a strong safety culture, promoting high standards of human performance, nuclear professionalism, and operational excellence throughout the framework
  • Provide leadership, coaching, and development to commissioning personnel, fostering a high-performing and engaged workforce

Leadership & Business Responsibilities

  • Deliver framework growth, profitability, and performance targets in line with the annual business plan
  • Own the quarterly and annual KPI assessment process, maximising incentive payments through strong operational performance and continuous improvement delivery
  • Develop and maintain strategic commissioning workforce plans to meet current and future client demand
  • Chair Quarterly Steering Committee meetings on behalf of the Commissioning Alliance, ensuring strategic objectives, risks, opportunities, and performance commitments remain on track
  • Lead engagement with senior client stakeholders, promoting the value of the Commissioning Alliance and identifying opportunities for business growth and service expansion
  • Manage framework financial performance, including revenue forecasting, resource utilisation, recruitment planning, and cost control
  • Ensure effective recruitment, retention, and succession planning of commissioning talent to support long-term framework growth and sustainability
  • Drive collaboration across alliance partners to create a unified, high-performing commissioning organisation focused on project success
  • Produce and present performance reports, business updates, and strategic insights to senior leadership teams and key client stakeholders

Qualifications, Skills & Experience

  • Experience managing frameworks or contracts involving embedded or seconded personnel in large-scale infrastructure or energy projects
  • Experience in Construction, ideally large infrastructure projects
  • Strong understanding of commissioning processes, alliance delivery models, and collaborative working environments
  • Excellent stakeholder engagement and communication skills
  • Proven ability to manage documentation, compliance, and performance reporting
  • Experience working in regulated environments, ideally within nuclear, energy, or major infrastructure sectors
  • Understanding of NEC contracts and alliance principles.
  • Project or programme management qualifications (e.g., APM, MSP, Lean)
