What You Will Be Doing

The Framework Submissions Manager will play a vital role in supporting the function of the Framework Team of McLaughlin & Harvey Construction. The development of high-quality submission materials for Feasibility Reports, Capability Documents and Presentations is central to the role, working in close collaboration with all company departments for timely approval and submission.

The role will support the Framework Manager in the management of the administrative, operational, and governance processes for framework and projects delivery, to ensure compliance, track performance against framework targets, and submit reports internally and externally as required.

  • Support the Framework Team in the preparation of Feasibility Reports by preparing written responses and liaising with other departments and external stakeholders to obtain the information necessary.
  • Prepare Capability Documents in electronic and hard copy formats for issue to clients.
  • Develop and prepare presentation materials for client interviews.
  • Manage framework documentation, maintain compliance records, and oversee the organisation, classification, and retrieval of essential documents across framework projects.
  • Track framework procurement activity and renewals by gathering data, tracking deadlines, and maintaining submission schedules.
  • Support the Framework Manager to track Key Performance Indicators (KPIs), generate reports, and participate in audits.
  • Ensure that all operations align with the framework and company requirements and governance procedures.
  • Develop and input to the pre-construction library of CVs, template documents & responses and case studies.
  • Provide general administration support to the Framework Team as required and directed. This may include, but is not limited to, ensuring that trackers, lists, correspondence, diaries, meeting minutes, contact directories and presentations etc are suitably managed.
  • Manage reporting portals and provide Framework Reports to internal stakeholders and external clients.

What We’re Looking For

Qualifications

  • HND Administrative qualification or similar

Skills and Experience

  • Excellent Communication Skills
  • Good Time management
  • Experience of reporting and submissions, working within tight timescales
  • 2+ years’ experience in framework co-ordination or bid management
  • Familiarity with industries like construction, rail, facilities management (and specific procurement frameworks)
  • Good IT skills including proficiency in Microsoft Office, InDesign and CRM management software
  • Exceptional organisational abilities, high attention to detail, and strong communication skills
  • Ability to travel occasionally as necessary to support the Framework Teams across Bellshill and Belfast.
