Functional Specialist – Capita HAAS (Health Assessment Advisory Service)
About the Role
Are you a registered healthcare professional seeking a structured, non-shift-based career with a better work/life balance?
As a Functional Specialist at Capita HAAS, you’ll leverage your clinical expertise and analytical skills to deliver assessments remotely or in our clinic locations across Wales. Your primary focus will be evaluating how conditions impact daily living, writing in-depth reports, and making crucial clinical recommendations—all within a values-driven, supportive environment.
Key Responsibilities
- Conduct assessments (in-person, via video, or telephone) to evaluate daily living impacts of conditions
- Observe, empathise, and gather detailed information from claimants
- Analyse clinical evidence and support documentation
- Produce high-quality reports (3,000–4,000 words) for DWP decision-making
- Justify clinical recommendations to support fair benefit claims
- Continuously develop expertise across conditions while meeting structured targets

Capita delivers the Health Assessment Advisory Service (HAAS) for the government, assessing claims for:
- Personal Independence Payment (PIP)
- Employment and Support Allowance (ESA)
- Universal Credit (UC)

What We Offer
Remuneration & Work Structure
- Starting salary: £39,500 (rises to £40,500 post-DWP approval)
- 10% salary bonus scheme (performance-based)
- Hybrid working: Up to 3 clinic-based days per week
- Fixed hours: Monday–Friday 8am–5pm (occasional 8pm finishes may arise)

Requirements
Essential Criteria
- NMC (RGN/RMN/RNLD) or HCPC registration, valid PIN, no current restrictions
- Minimum 1 year post-registration experience
- Strong communication skills (clinical empathy + ability to explain complex findings)
- Proven report-writing abilities (detailed, accurate, and evidence-based)
- Ability to rezone to UK Move targets (up to 3 assessments/day)
- Basic IT competence: Microsoft Office + willingness to adopt new systems
- UK driving licence or transport access (required for clinic assessments)
- Right to work in the UK (no visa sponsorship)

Desirable Traits
- Prior experience in government assessor, physiotherapist, or medical role
- Experience with Universal Credit, PIP, or DWP processes
- Strong analytical mind with a focus on fairness and precision
Security & Compliance
All candidates must successfully complete:
- Government baseline personnel security vetting (for access to DWP systems)
- Enhanced Disclosure Barring Service (DBS) check revealing all convictions
- Role determined as regulated activity under the Safeguarding Vulnerable Groups Act 2006 – exempt from Rehabilitation of Offenders Act
