Global Business Development Director - LTE

PeopleCert is the global leader in the assessment and certification of language and professional skills, delivering exams in more than 200 countries and territories. As part of our continued investment in the growth of the LANGUAGECERT Test of English (LTE) portfolio, we are looking for an experienced Global Business Development Director to lead the worldwide commercial expansion of the product.
This strategic role will be responsible for identifying new international growth opportunities, developing global partnerships, attracting investors and franchise partners, and expanding LANGUAGECERT's presence across established and emerging markets.
Key Responsibilities:
- Develop and execute the global commercial growth strategy for the LANGUAGECERT Test of English (LTE).
- Identify, evaluate and prioritize high-potential international markets for LTE expansion.
- Build and maintain a robust pipeline of prospective investors, franchise partners, distributors and strategic business partners globally.
- Identify and engage entrepreneurs, education groups and investors interested in establishing LANGUAGECERT operations within their respective markets.
- Lead commercial negotiations and successfully secure franchise, licensing and strategic partnership agreements.
- Develop and maintain executive-level relationships with Ministries of Education, Ministries of Labour, universities, educational institutions, corporate learning providers, professional associations and government agencies.
- Expand LANGUAGECERT's global network of authorized partners and representatives to increase market reach and revenue opportunities.
- Collaborate with regional commercial teams to support successful partner onboarding and market launches.
- Work closely with Product, Marketing, Operations and Customer Success teams to ensure successful execution of global expansion initiatives.
- Represent PeopleCert and LANGUAGECERT at international conferences, exhibitions, government meetings and industry events.
- Monitor global market trends, competitor activities and emerging business opportunities, providing strategic recommendations to senior leadership.
- Maintain an accurate global opportunity pipeline and sales forecasts using CRM systems.
- Deliver ambitious revenue, partnership and market expansion targets aligned with business objectives.
- Ensure all activities are aligned with the company's core values — Quality, Innovation, Passion, Integrity, Clarity and Velocity.

What We Look For:
- Bachelor's degree in Business, International Business, Marketing, Education or a related discipline.
- MBA or postgraduate qualification will be considered an advantage.
- Minimum of 10 years of international business development experience, with at least 5 years in a senior commercial leadership role.
- Proven track record of successfully developing international markets and delivering significant commercial growth.
- Demonstrated experience in franchise development, channel development, strategic partnerships or international market expansion.
- Extensive global network across education, certification, assessment, EdTech, government or workforce development sectors.
- Experience working with investors, education entrepreneurs and strategic partners across multiple regions.
- Strong understanding of international education ecosystems and English language assessment markets.
- Excellent negotiation, influencing and stakeholder management skills with experience engaging C-level executives and government officials.
- Strong commercial acumen with the ability to identify, evaluate and execute complex international business opportunities.
- Experience using Microsoft Dynamics CRM or equivalent CRM platforms.
- Advanced written and spoken English (C2 level certification desirable). Additional international languages will be considered an advantage.
- Willingness and ability to travel internationally on a regular basis.
