Talent Development Operations Director (Global Programmes)
We are partnering with a global organisation seeking a Talent Development Operations Director (Global Programmes) to drive the operational excellence, scalability and effectiveness of a global portfolio of talent and learning programmes.
This is a senior operational leadership role within Talent Development. It is not a learning design, facilitation or talent strategy position. The Talent Development team owns the design and content of programmes; this role ensures those programmes operate effectively at scale.
You will be responsible for building the frameworks, governance, systems and processes that enable global talent programmes to run consistently, efficiently and measurably across regions. You will bring structure to complexity, improve ways of working, strengthen programme operations and ensure investment in talent initiatives translates into meaningful business outcomes.
Working closely with Talent Development colleagues, HR Business Partners, HR Operations and commercial stakeholders, you will act as the operational backbone of the function - ensuring programmes are well-governed, data-driven and continuously improved.
Programme Operations & Portfolio Management
- Partner with Talent Development programme owners to ensure global initiatives are planned, coordinated and executed with clarity, consistency and operational rigour.
- Establish and embed effective programme management frameworks across the Talent Development portfolio, including milestone tracking, dependency management, governance routines and risk management.
- Maintain oversight of the global Talent Development programme portfolio, ensuring priorities, timelines, resources and delivery requirements are aligned.
- Identify operational challenges, remove blockers and introduce improvements that make programmes easier to deliver and scale.
- Create consistent operating standards and ways of working that enable programmes to be delivered effectively across multiple regions.
- Provide operational support and challenge to programme owners, ensuring accountability for timelines, quality and outcomes without taking ownership of programme design.
Learning Technology, Systems & Data
- Own the operational management of learning technology platforms, including Workday Learning, ensuring effective programme setup, enrolment processes, completion tracking and reporting.
- Maintain high standards of data accuracy and integrity across learning systems and reporting tools.
- Use technology and data to improve visibility, efficiency and decision-making across the Talent Development portfolio.
- Identify opportunities to streamline processes and enhance the employee experience through better use of systems and automation.

Programme Measurement, Analytics & Continuous Improvement
- Develop reporting frameworks that measure programme effectiveness, adoption, engagement and business impact.
- Move beyond activity metrics to evaluate what is working, where improvements are needed and where investment should be prioritised.
- Create dashboards and insights that enable senior stakeholders to understand programme performance and ROI.
- Make evidence-based recommendations on how programmes can be scaled, improved or redesigned.
- Support a culture of continuous improvement across the Talent Development function.
Global Talent Programme Operations
- Own the operational delivery framework for cyclical and operationally critical talent programmes, including onboarding, mandatory learning, engagement surveys and other global initiatives.
- Manage the operational cycle for employee engagement surveys, including planning, communication, reporting and action tracking.
- Support performance management, talent review and succession processes by ensuring strong coordination, data quality and consistent execution.
AI, Innovation & Ways of Working
- Apply AI tools practically to improve how the Talent Development team operates, including reducing administrative effort, improving reporting and enhancing programme effectiveness.
- Explore opportunities to use AI-enabled tools for analytics, insights and process improvement.
- Bring practical experience of where AI can create value, supported by examples of successful implementation and measurable impact.
- Help shape responsible and effective adoption of AI across Talent Development operations.
We're looking for…
- Experience leading the operational management, governance or execution of complex global learning or talent programmes.
- A strong track record of improving programme effectiveness, scalability and operational performance.
- Experience managing multiple stakeholders, regions and priorities within a global, matrixed environment.
- Strong programme and project management capability, with the ability to introduce structure without creating unnecessary complexity.
- Experience using LMS or HR technology platforms, ideally Workday Learning, with confidence managing programme setup, reporting and data insights.
- Strong analytical capability with experience using data to measure impact, identify trends and influence decisions.
- Experience working with vendors and managing external partnerships.
- Practical experience applying AI tools within Talent Development, Learning Operations or HR environments would be highly desired.
- A proactive problem solver who identifies opportunities, removes barriers and improves how teams work.
- A collaborative partner who builds trust through delivery, accountability and follow-through.
