Role Purpose
The Business Development (United Kingdom) is responsible for driving the end-to-end expansion of BLS's visa outsourcing, consular, and citizen services business across the United Kingdom, with the flexibility to support nearby markets as opportunities arise. This is a strategic, government-facing role focused on building and strengthening relationships with Embassies, Consulates, Ministries, and other public sector stakeholders to position BLS ahead of formal procurement opportunities.
The role owns business development across the assigned market, identifying and shaping opportunities, expanding BLS's government footprint, and supporting regional growth in alignment with the company's global delivery model. It is a relationship-led position centred on market development and strategic engagement, rather than bid execution or sales alone.

Based in the United Kingdom, the role requires regular travel within the UK and to nearby markets to engage with government stakeholders, represent BLS, and support business expansion.
Key Responsibilities
- Develop and maintain strategic relationships with Ministries, Embassies, Consulates, Immigration Authorities, and other government stakeholders across the assigned region, representing BLS at high-level meetings, diplomatic events, and industry forums.
- Identify, track, qualify, and shape government tender opportunities, RFPs, and procurement pipelines ahead of formal bid issuance.
- Identify, evaluate, and establish partnerships with organizations that strengthen BLS's market position and support joint bidding or service delivery.
- Lead market development initiatives to expand BLS's presence across existing and new markets within the assigned region, building a strong pipeline of qualified opportunities.
- Work closely with Regional Heads, Business Development Managers, and cross-functional teams to develop winning bid strategies, compelling value propositions, and competitive proposals.
- Coordinate with technical, legal, finance, operations, and delivery teams to ensure high-quality, compliant, and competitive bid submissions.
- Monitor regional procurement trends, policy developments, competitor activity, and market intelligence, providing regular updates and strategic recommendations to senior management.
- Analyze bid outcomes and market feedback to continuously improve business development strategies, win rates, and market positioning.
- Retain and expand existing government relationships to support renewals, contract extensions, and future business opportunities.
- Provide strategic recommendations for market entry, geographic expansion, and adjacent service opportunities.
- Collaborate across regional and global teams to share market intelligence, align business development strategies, and support regional growth.
- Prepare and present country-wise business development updates and opportunity reports for senior management.
- Travel regularly within the United Kingdom and to nearby markets to engage government stakeholders and support business expansion.

Key Skills Required
- Strong government and diplomatic stakeholder management, with the ability to build trusted relationships across Ministries, Embassies, Consulates, and public sector institutions.
- Excellent negotiation, influencing, communication, and presentation skills.
- Ability to navigate complex government structures and multi-country regulatory environments.
- Strategic business development and market development capability, with strong commercial acumen.
- Understanding of government procurement, tendering, and public sector contracting processes.
- Strong leadership, collaboration, and cross-functional stakeholder management skills.
- Comfortable working across cultures and geographies, with the flexibility to travel frequently within the UK and internationally as required.
Experience Criteria
- 10–18 years of professional experience.
- At least 5–8 years of experience in international government relations, diplomatic engagement, public affairs, policy, or B2G business development, with an established network across Embassies, Ministries of Foreign Affairs, and government institutions.
- Experience managing business development across multiple countries or regional markets is preferred.
- Demonstrated contribution to successful government business development initiatives or contract wins is preferred.
- Experience in visa outsourcing, government-facing BPOs, citizen services, infrastructure/EPC, or other sectors serving government clients will be an advantage.
Educational Qualification
- Bachelor's degree (mandatory).
- MBA, International Business, Public Policy, International Relations, or a related discipline from a reputed institution is preferred.
Relevant experience in government relations, diplomatic engagement, and international business development will be considered more important than academic qualifications alone.
