About The Role
Job Purpose: The Hard Services Manager is responsible for the operational management, compliance, maintenance and performance of all hard services across a varied client base. The role will ensure that statutory compliance obligations are met, planned preventative maintenance (PPM) programmes are effectively delivered, and reactive maintenance activities are managed to agreed service levels.
The post holder will lead contractor management activities, oversee asset maintenance strategies, drive compliance performance and ensure facilities are maintained in a safe, efficient and cost-effective manner.
Working closely with operational stakeholders, service partners and senior management, the Hard Services Manager will provide technical and operational leadership to support business continuity and maintain a safe environment for building occupants.
Planned Preventative Maintenance (PPM)
- Water hygiene flushing regimes
- Domestic water temperature monitoring
- Emergency lighting function tests
- Fire door visual inspections
- Meter readings
- Plant room inspections
- Building condition checks
- Compliance inspections and audits
- Maintaining CAFM records
Activities are not limited to the above
Key Responsibilities
Hard Services Management
- Manage the day-to-day delivery of Hard Services across the portfolio.
- Ensure buildings and engineering assets are maintained to required standards.
- Develop and implement maintenance strategies to maximise asset reliability.
- Monitor service performance and identify opportunities for continuous improvement.
- Support business continuity and operational resilience initiatives.
- Provide technical guidance to stakeholders and operational teams.

Compliance Management
Ensure full compliance with all statutory and regulatory obligations including:
- Fire Safety Systems.
- Emergency Lighting.
- Water Hygiene (Legionella).
- Electrical Safety.
- Fixed Wire Testing.
- Lift Maintenance.
- HVAC Maintenance.
- Pressure Systems.
- Asbestos Management.
- Gas Safety.
- Building Safety and Regulatory Compliance.
Activities are not limited to the above
Key responsibilities include:
- Maintaining compliance schedules and trackers.
- Monitoring compliance performance.
- Managing remedial actions arising from audits and inspections.
- Supporting internal and external audits.
- Producing compliance reports and dashboards.
- Escalating compliance risks appropriately.
PPM Planning & Delivery
- Own and manage the Planned Preventative Maintenance programme.
- Ensure all maintenance activities are scheduled and completed within required timescales.
- Review asset maintenance plans and frequencies.
- Monitor contractor performance against PPM obligations.
- Ensure accurate completion records are maintained within CAFM systems.
- Analyse maintenance trends and recommend improvements.
- Ensure maintenance routines align with statutory requirements and manufacturer recommendations.
Contractor Management
- Manage specialist engineering and maintenance contractors.
- Conduct contractor performance reviews.
- Ensure SLAs and KPIs are achieved.
- Oversee contract compliance and service delivery.
- Review contractor RAMS and permits to work.
- Conduct contractor audits and inspections.
- Drive value and continuous improvement through supplier relationships.
- Support procurement and tender activities where required.
Financial Management
- Manage Hard Services budgets and expenditure.
- Monitor contract spend and identify cost-saving opportunities.
- Review quotations and approve works within delegated authority.
- Support annual budget planning and forecasting.
- Ensure value for money is achieved across all Hard Services activities.
Health, Safety & Risk Management
- Promote a strong safety culture across all Hard Services activities.
- Ensure all works are completed safely and in accordance with legislation.
- Manage risk assessments and safe systems of work.
- Monitor permit-to-work systems.
- Investigate incidents and identify corrective actions.
- Support emergency preparedness and critical incident response.

CAFM and Asset Management
- Ensure accurate asset information is maintained.
- Oversee CAFM system data integrity.
- Monitor maintenance performance metrics.
- Develop reporting mechanisms and performance dashboards.
- Support lifecycle planning and asset replacement programmes.
Stakeholder Management
- Act as the primary Hard Services contact for site stakeholders.
- Build strong working relationships with clients, occupiers and service partners.
- Provide regular performance and compliance updates.
- Attend management meetings and operational reviews.
- Communicate maintenance and compliance risks effectively.
Leadership Responsibilities
- Provide leadership and direction to Facilities Officers and maintenance teams.
- Set performance standards and objectives.
- Support training and development activities.
- Promote a culture of accountability and continuous improvement.
- Lead by example in safety, customer service and operational excellence.
Person Specification
Essential Experience
- Significant experience within Facilities Management or Building Services.
- Experience managing Hard Services in a commercial, healthcare, industrial or public sector environment.
- Experience managing specialist maintenance contractors.
- Experience overseeing statutory compliance programmes.
- Experience managing PPM and reactive maintenance delivery.
- Budget management experience.
- Experience using CAFM systems.

Essential Qualifications
- HNC/HND or equivalent in Building Services, Engineering or Facilities Management.
- IOSH Managing Safely (minimum).
- Full UK Driving Licence (if required).
Desirable Qualifications
- IWFM Level 4 or above.
- NEBOSH General Certificate.
- Membership of IWFM, IHEEM, CIBSE or equivalent professional body.
- Legionella Awareness / Responsible Person Training.
