Job Description
Purpose of the Role
To manage change projects that help the organisation achieve its strategic objectives, while ensuring that projects are delivered on time, within budget, in control and in compliance with regulatory requirements and internal policies and procedures.
Accountabilities
- Management of Change Projects: Ensuring they are delivered on time, within scope, budget, and to the required quality standards.
- Development and Management of Project Plans: Outlining the scope, objectives, timelines, and resource requirements for change projects.
- Communication with Stakeholders: Informing senior management, project teams, and external partners about project progress and meeting their needs and expectations.
- Management of Project Teams: Ensuring they are properly resourced and have the necessary skills and expertise to deliver on project objectives.
- Management of Project Budgets: Ensuring projects are delivered within the agreed budget.
- Creation of Reports on Project Progress: Ensuring proposed solutions are delivered on time and within budget.
- Management of Project Risks: Identifying, assessing, and mitigating risk, assumptions, issues, and dependencies as necessary.
- Facilitation of Change Management Activities: Including training and communication, to ensure that change projects are successfully implemented and embedded in the organisation.
Director Expectations
- Strategic Input and Influence: Contributing to and influencing policy and procedures for the function, planning, managing, and consulting on multiple complex and critical strategic projects.
- Leadership and Direction: Managing the direction of a large team or sub-function, leading other people managers, and embedding a performance culture aligned to the values of the business. Or for an individual contributor, leading organisation-wide projects and acting as a deep technical expert and thought leader.
- Expert Advice: Providing expert advice to senior functional management and committees, offering significant input to function-wide strategic initiatives.
- Resourcing and Policy Creation: Managing, coordinating, and enabling resourcing, budgeting, and policy creation for a significant sub-function.
- Compliance and Governance: Fostering and guiding compliance, ensuring regulations are observed, and facilitating adherence.
- External Engagement: Focusing on the external environment, regulators, or advocacy groups to monitor and influence on behalf of Barclays.
- Knowledge and Analytical Skills: Demonstrating extensive knowledge of how the function integrates with the business division/Group, maintaining broad and comprehensive knowledge of industry theories and practices, and using interpretative thinking and advanced analytical skills to solve problems and design solutions.
- Decision Making and Strategic Recommendations: Exercising management authority to make significant decisions and certain strategic decisions or recommendations within own area.
- Stakeholder Influence: Negotiating with and influencing stakeholders at a senior level both internally and externally.
- Communication: Acting as the principal contact point for key clients and counterparts in other functions/business divisions, and as a mandated spokesperson for the function and business division.

- Shape and deliver the Agile transformation strategy across PBWM, increasing organisational maturity and enabling the business to achieve its growth, change, and delivery ambitions at greater pace and scale.

Key Skills & Experience
- Proven track record of leading large-scale Agile transformations, taking organisations from early-stage adoption through to embedded, measurable ways of working that deliver improved business outcomes.
- Extensive experience implementing Agile practices within complex, matrixed organisations, translating transformation strategy into consistent execution across multiple business and technology teams.
- Credibility and influence to challenge and align senior executives, driving accountability, behavioural change, and adoption of new delivery models across a broad stakeholder landscape.
- Experience establishing governance, performance metrics, and maturity frameworks that provide clear insight into transformation progress and enable continuous improvement at scale.
- Strong understanding of modern technology delivery practices, including Agile operating models, product-centric organisations, and the standardisation required to support greater automation, efficiency, and delivery pace.
