About The Role

Location: Birmingham, Manchester or Milton Keynes or York (if you are working from the Quadrant, you would need to be located within 90 minutes)
Contract type: 6-month secondment
Hours: Full-time 35 hours per week
Band & Salary: 2B - £71,163 - £86,801 per annum (pro rata), depending on skills and experience.
Working pattern: Hybrid working: this role permits hybrid working, employees are expected to work from a Network Rail location for 60% of their weekly hours, typically 3 days for full-time roles.
Closing date: Wednesday 9th September 2026 (please note in the event of a high number of applications, this role may close early).

Main Responsibilities

  • Champion a supportive and inclusive learning environment where the wellbeing of apprentices and graduates is a priority, helping them feel safe, valued and empowered to succeed both personally and professionally.
  • Promote a strong safety culture by encouraging positive behaviours, raising awareness of risks, and helping apprentices and graduates build safe working practices and confidence in their decisions.
  • Drive continuous improvement across apprenticeship and graduate programmes by reviewing performance data, learner feedback and progress, identifying opportunities to enhance the overall learning and development experience.
  • Lead compliance and governance activities to ensure apprenticeship and graduate programmes meet all regulatory requirements while delivering an efficient, customer-focused service.
  • Shape and deliver apprenticeship programmes that develop the skills and capabilities needed both now and in the future, supporting the long-term success of Network Rail and its people.
  • Manage programme budgets effectively, ensuring apprenticeship and graduate schemes are delivered within budget while identifying opportunities to improve value and efficiency.
  • Work closely with training and delivery teams to design, plan and deliver engaging apprenticeship and graduate learning programmes, including technical training.
  • Build strong partnerships with training providers, monitoring performance and collaborating to ensure high-quality delivery that meets agreed standards and learner needs.
  • Develop and maintain relationships with key stakeholders and programme sponsors to ensure apprenticeship and graduate schemes continue to meet current and future business requirements.
  • Provide expert advice and guidance to colleagues across the business on how apprenticeship and graduate programmes can support talent development and organisational capability.
  • Develop and monitor key performance measures to evaluate the success of apprenticeship and graduate programmes and identify opportunities for improvement.
  • Champion equity, diversity and inclusion, ensuring all apprentices and graduates feel welcomed, supported and able to thrive, while promoting inclusive behaviours and access to appropriate support networks.

What Are We Looking For

  • Knowledge of and experience with Level 3 Rail Engineering Technician apprenticeships.
  • Knowledge of safeguarding
  • Knowledge of Ofsted and ESFA regulations
  • Experience of large-scale apprenticeships and graduate schemes
  • Experience of leading a team
  • Experience of Microsoft 365
  • Experience of contractual and finance management
