Head of Business Change and Continuous Improvement (G7)

The Criminal Injuries Compensation Authority (CICA) is an executive agency of Ministry of Justice. We receive over 40,000 applications a year for compensation, from people who have lost loved ones or have been injured as a result of violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives.

We employ around 350 people and are based in Glasgow city centre, with excellent transport links. We are a small, engaged, productive workforce with a real sense of corporate community. We want to keep improving our services and the way we work to best serve the public, meet new challenges, deliver value for money and ensure CICA is a great place to work.

This position is based at Buchanan Wharf, 10 Clyde Place, Glasgow, G5 8AQ. We currently operate a hybrid working business model, where you will be expected to work 50% of your time in the office and the remainder at home.

Job Description

This is a critical leadership role responsible for delivering CICA's modernisation and transformation agenda. Reporting to the Director of Modernisation Strategy and Implementation, you will translate strategic priorities into successful change initiatives that improve the experience of applying for compensation and working at CICA.

We are looking for someone with significant practical experience of delivering complex organisational change at a senior level, who is equally comfortable engaging with frontline colleagues, influencing senior leaders and working alongside operational, policy, legal, transformation and technical partners to design and deliver sustainable change, ensuring that people, processes and technology evolve together to achieve lasting benefits.

Leading a team of change professionals, you will inspire, coach and develop colleagues while fostering a culture of accountability, collaboration and continuous improvement.

You will play a pivotal role in engaging stakeholders at all levels, building commitment for change, supporting colleagues through transition and ensuring new ways of working are adopted successfully. Using data, insight and evidence to inform decision-making, you will ensure that change activity delivers measurable outcomes and supports the successful modernisation of CICA's services.

As a senior leader, you will build trusted relationships across organisational boundaries, champion innovation and continuous improvement, and provide visible leadership through periods of change while maintaining a relentless focus on delivering excellent services to victims.

Main Activities / Responsibilities

The job holder will:

Leadership

  • Provide visible and inclusive leadership for transformation and modernisation, fostering a culture of accountability, collaboration and delivery.
  • Lead, coach and develop the team, building capability, engagement and professional excellence.
  • Champion change across CICA, support the development of an internal communications and engagement strategy to support leaders and colleagues to successfully adopt new ways of working.
  • Represent CICA at transformation, change and continuous improvement forums both within CICA and across the MoJ, including governance boards and communities of practice, promoting collaboration, sharing learning and influencing wider strategic priorities.
  • Promote innovation, continuous improvement and evidence-based decision making, contributing to wider organisational priorities.

Strategic Planning and Improvement

  • Support the development and delivery of CICA's transformation portfolio, ensuring alignment with strategic priorities and modernisation objectives.
  • Support the Director of Modernisation Strategy and Implementation in shaping change strategies and translating these into deliverable programmes and initiatives.
  • Develop and maintain a pipeline of modernisation and transformation activity that improves organisational performance and the experience of applicants and staff.
  • Use data, operational insight and stakeholder feedback to identify, prioritise and shape improvement opportunities.

Delivery

  • Lead the successful delivery of change initiatives, ensuring outcomes, benefits and value for money are realised.
  • Establish effective governance, assurance, risk management and reporting arrangements across the portfolio.
  • Develop and deliver stakeholder engagement, communication and change adoption plans to ensure sustainable implementation of change.
  • Work collaboratively across CICA, MoJ Digital and corporate functions to embed change into business-as-usual operations.

Data and Insight

  • Promote the effective use of data, analysis and management information to inform decision making and prioritisation.
  • Ensure change activity is informed by evidence, applicant insight and operational performance measures.
  • Work with analytical and digital colleagues to develop insight-led approaches to service improvement and transformation.
  • Monitor benefits, outcomes and performance measures to evaluate impact and inform future investment decisions.

Person Specification

Essential

  • Significant experience of leading business change, continuous improvement and/or transformation activity within a public service organisation.
  • A proven track record of delivering successful modernisation and transformation programmes that deliver measurable business outcomes.
  • Experience of leading and developing high-performing teams, including coaching, capability building and performance management.
  • Excellent stakeholder management skills with the ability to influence, challenge and build effective relationships across organisational boundaries.
  • Strong programme, project and change management expertise, including governance, risk management and benefits realisation.
  • Demonstrable ability to understand, interpret and apply data and management information to support decision making and drive improvement.

Desirable

  • Professional accreditation in programme, project or change management (e.g. APMG Change Management Practitioner, AXELOS Management of Portfolios, MSP, ITIL, Lean Six Sigma Black Belt (or higher)).
  • Understanding of analytical approaches and techniques used to support service improvement and organisational decision making.

We offer flexible working 7am – 7pm, Monday to Friday. However, we ask that candidates make themselves available to attend the office on a full-time, fixed hours basis (9am to 5pm) for the initial one week training period. This is to ensure the best training and consolidation experience for new colleagues.

This role is offered on a full-time (37 hours per week) basis.
