For almost a decade, Murray McIntosh has supported the UK water sector, building long-standing relationships with water companies, contractors and delivery partners across major infrastructure programmes. Recruitment remains at the heart of our business, but increasingly our clients are asking for support beyond traditional recruitment models.
As investment across the sector continues to grow, we are expanding our offering by developing a specialist Design Consultancy designed to support programme delivery through framework-led and consultancy-based solutions. The opportunity is not about creating another consultancy. It is about building an additional capability that helps clients access expertise, improve delivery outcomes and reduce complexity across their programmes.
To support this growth, we are seeking a Head of Business Development, Bids & Commercial to play a critical role in establishing the consultancy, securing new opportunities and building strategic client relationships across the water, utilities and infrastructure sectors.
Role Overview
As part of the senior leadership team, you will take ownership of business development, framework strategy, bids and proposals, commercial negotiations and contract management, helping translate market opportunity into long-term sustainable growth.

Key Responsibilities
- Develop and deliver the business development and growth strategy for the consultancy.
- Build relationships with water companies, Tier 1 contractors, consultants and framework providers.
- Identify and secure new consultancy opportunities across the UK water and utilities sectors.
- Lead framework applications and support positioning on key AMP8 and AMP9 procurement routes.
- Manage bids, tenders, proposals and work-winning activities from opportunity identification through to contract award.
- Develop commercial strategies, pricing approaches and client value propositions.
- Negotiate contracts and manage the commercial lifecycle of projects and framework agreements.
- Provide market intelligence, pipeline forecasting and growth recommendations to the leadership team.
About You
- Experience in business development, work winning, bids, commercial management or framework development within engineering consultancy, utilities, water or infrastructure environments.
- Proven success securing new business and framework appointments.
- Strong understanding of consultancy contracts, procurement processes and commercial risk.
- Experience leading bids, proposals and tender submissions.
- Ability to build trusted relationships with senior stakeholders and decision makers.
- Commercially minded with the ability to operate both strategically and hands-on.
