On behalf of our client, a globally recognised regulatory intelligence and data technology company specialising in the automated structuring, analysis, and delivery of complex regulatory information, we are seeking a Head of Business Development, Data Services.
About the Role
As Head of Business Development, Data Services, you will be responsible for building and scaling a portfolio of strategic data partnerships that deliver sustained commercial value for the company and the organisations it works with.
This is a full-cycle partnership development and commercial leadership role. It encompasses identifying and winning the right strategic partners, building a deep understanding of what each partner does and where the company’s data creates specific value within their business, and owning those relationships through to sustained growth. The role leads the Data Services department, with accountability for its revenue, people and operating model.
The primary focus is financial institutions, regulatory technology providers, compliance platforms and other organisations whose products or services can be materially advanced through access to structured, machine-readable regulatory data. The role requires an understanding of how data integrates into a partner’s proposition and what that unlocks for their customers, rather than leading with a standard data licensing offer.
What you'll do
- Lead and own the Data Services department, including its commercial strategy, partner portfolio, people, and revenue line.
- Develop deep, partner-specific propositions that connect the company’s regulatory data capabilities to a partner’s product development, market opportunity, and customer value.
- Identify, qualify, and win new strategic partners through senior, multi-stakeholder commercial processes.
- Own and grow the existing partner portfolio, driving adoption and identifying expansion opportunities to ensure partners realise sustained value.
- Shape and own the channel and partnership go-to-market strategy for Data Services, defining how the company structures and scales partner-led commercial activity.
- Direct cross-functional input from Data Science, Engineering, Product, and Marketing to deliver the features and integrations each partner proposition requires.
- Manage and develop the Senior Business Development Representative, building the foundation for a larger team as the department scales.
- Bring partner and market insight back into the business to inform commercial strategy and product direction.
- Track, report, and forecast department performance against agreed pipeline, account growth, and revenue metrics, contributing to commercial planning at a senior level.

Who you are
- Proven senior business development experience, with a track record of building strategic, long-cycle commercial partnerships rather than transactional sales.
- A substantive understanding of RegTech, GRC, and risk and compliance as workflows and use cases: how these functions operate inside financial institutions and regulated businesses, what problems they are trying to solve, and how data and technology vendors create or fail to create value in that context.
- Awareness of the competitive landscape in regulatory data and compliance technology: who the key players are, where the market is heading, and how to use that perspective to sharpen partner conversations and commercial positioning.
- A strong working understanding of data-centric and AI-enabled solutions, sufficient to direct technical teams, evaluate proposed approaches, and build partner propositions that are commercially credible and technically grounded.
- The ability to develop a thorough understanding of what a partner does, where their product or service can develop, and how to connect that to what the company’s data makes possible for their customers.
- Experience navigating complex, multi-stakeholder commercial processes at senior level, including understanding who to engage, in what sequence, and with what proposition.
- A customer success orientation: as much energy devoted to growing and retaining partner accounts post-close as to winning new ones.
- People leadership capability, with experience managing or developing commercial team members.
- Clear, confident communication with senior commercial and technical stakeholders, and the ability to translate between the two.
- Familiarity with data licensing, platform-based business models, or other recurring and scalable commercial structures.
