Head of Business Development
Remote (England) · Permanent, full time · £55,000–£60,000 + uncapped commission (OTE £80,000+)
A senior commercial hire who opens doors for Mprove across NHS Integrated Care Boards and builds the in-house resourcing capability that lets us say yes to the work we win.
ABOUT MPROVE
Mprove delivers NHS All Age Continuing Care (AACC) and Personalised Care services on behalf of Integrated Care Boards across England, alongside hospital discharge, Discharge to Assess and Section 117 work.
Our reviews are clinically led and patient-centred, and they save the NHS money: across one programme alone we have completed more than 3,000 reviews and identified more than £25 million of annual savings. We work for NHS organisations across the country, and our team of practitioners and project staff is growing fast.
THE ROLE
This is a 360 role with two halves that feed each other. Half your time is business development: finding the ICBs and trusts with the pressures we solve, getting Mprove in front of the right people, and bringing our Managing Director in to scope and close. The other half is resourcing: owning our recruitment so that when we win a project we can mobilise it in days, not weeks.
You will report directly to the CEO, work closely with the Managing Director and Director of Operations, and have a mandate to build the recruitment function rather than inherit one.
WHAT YOU'LL DO
Business development (about half your time)
- Build relationships with senior ICB and trust stakeholders: CFOs, Chief Nurses, Directors of CHC and AACC, Heads of Discharge and system flow leads.
- Spot opportunities early using published data, FOI returns, board papers, procurement notices and your network.
- Secure introductory meetings and qualify opportunities, bringing the Managing Director in to scope, propose and close.
- Steer each opportunity down the right buying route.
- Feed market insight into proposals, tenders and bids.
- Represent Mprove at NHS events and conferences.
- Keep the CRM pipeline accurate and report weekly to the CEO.

Recruitment and resourcing (about half your time)
- Own internal recruitment end to end, from workforce planning through to onboarding.
- Recruit at volume and pace for live projects: registered nurses, social workers, CHC and AACC specialists, QA leads, project officers and administrators, as employees and associates.
- Build a ready-to-deploy associate bench: referenced, DBS-checked, equipped and credentialed.
- Keep associates engaged and manage retention.
- Make sure pre-engagement and compliance checks are met before anyone starts.
- Track time to hire, fill rate, retention and candidate quality.
Building the function
- Design and grow an in-house recruitment and resourcing team.
- Introduce the processes, tools and reporting (CRM and applicant tracking) that let resourcing scale.
- Line manage recruitment hires as the team grows.
WHAT YOU'LL BRING
Essential
- Proven experience selling services into the NHS, ideally to ICBs or commissioners, with a record of opening new relationships and hitting targets.
- Solid recruitment experience, including high-volume and specialist clinical hiring.
- Experience managing a large pool of staff, associates or candidates.
- Working knowledge of how the NHS buys services.
- Confidence holding credible conversations with senior NHS leaders, and clear writing.
- Self-motivated, organised and comfortable working remotely with regular travel.
- Able to take up the role free of restrictive covenants or conflicts of interest.

Desirable
- Experience of CHC, AACC, hospital discharge or Section 117 services.
- An existing network within ICBs or acute trusts.
- Salesforce (or similar CRM) and applicant tracking experience.
- NHS tender and bid writing experience.
- Experience building a recruitment team or running an associate bench.
- A clinical or NHS operational background.
WHAT WE OFFER
- Salary of £55,000–£60,000, depending on experience
- Uncapped commission on new business you source, paid quarterly (realistic year one OTE £80,000+)
- Fully remote, with travel expenses reimbursed
