The Role
4C Strategies is an independent IT infrastructure consultancy covering strategy, business case development, procurement, implementation and benefits realisation. Our expertise includes cyber security, zero trust networking, green IT, unified communications, Microsoft Teams adoption, smart campus, business continuity, disaster recovery, customer experience, and recruitment and resourcing.
To support continued growth, we are recruiting a Head of Business Development to identify, develop and convert new business opportunities.
The Head of Business Development will work closely with the Management Team to execute growth plans, strengthen strategic partnerships and expand 4C’s presence across public and private sector markets.
Key Responsibilities
The role is focused on securing new business, managing bid activity and building a sustainable pipeline of consultancy opportunities that support 4C’s long-term growth.
- New Business Development - own 4C’s business development strategy, generate qualified opportunities, build the pipeline and lead sales engagements through to contract award. Deliver agreed revenue, pipeline and growth targets.
- Leadership and Strategic Contribution - contribute to 4C’s growth strategy by identifying strategic opportunities, market trends, competitor activity and areas for service development or investment.
- Strategic Partnerships - develop partner, supplier and consultancy relationships that create credible joint bids, referral networks and collaborative service offerings
- Opportunity Development - qualify opportunities, lead discovery meetings, coordinate internal input and shape compelling client propositions with consultants.
- Bid Writing and Management - take personal responsibility for bid planning, writing and editing responses, coordinating input from consultants and the Management Team, managing tender compliance, quality assurance and submission, overseeing framework renewals and maintaining reusable bid content, case studies and consultant CVs.
- Account Development - identify growth opportunities within existing accounts and promote additional services where appropriate.
- Sales Governance - maintain accurate CRM records, pipeline reports, forecasts and performance updates against agreed targets.

Experience, Skills and Attributes
- Proven track record of securing new business in consultancy, technology or professional services.
- Experience writing and managing bid responses, including planning, coordination, compliance, quality assurance and submission.
- Experience developing senior-level client relationships
- Strong commercial awareness, negotiation, communication, presentation and networking skills.
- Experience managing complex business development opportunities
- Ability to engage confidently with senior stakeholders and executive teams.
- Experience using CRM systems and sales reporting tools
- Experience in IT consultancy, cyber security, digital transformation or telecommunications.
- Knowledge of UK public sector procurement and frameworks
- Experience working with local government, NHS, higher education or regulated industries
- Existing network of relevant industry contacts
- Experience working within a growing SME consultancy
