Head of Business Operations (Multiple Vacancies)

Day rate: 6-month contract/inside IR35

Birmingham

We're recruiting on behalf of a major public sector organisation, responsible for one of the largest and most significant property portfolios in the country, for several Head of Business Operations positions based in Birmingham.

This is a rare opportunity to act as the strategic engine and trusted advisor within a senior Director's office, shaping decisions, driving delivery, and ensuring an entire Directorate runs with excellence.

The Role

As Head of Business Operations, you'll be the guardian of your Directorate's delivery and the Director's critical support. You'll provide independent advice, challenge assumptions, and manage the interface between the Director, their leadership team, and external stakeholders, while championing the digital tools and collaboration platforms that keep a modern organisation moving.

This recruitment covers multiple vacancies across different business functions, including strategy, investment, capital projects, workplace services, finance, and the COO office. Successful candidates will be matched to the role that best suits their individual skills and experience.

What You'll Be Doing

Strategic advice and decision support

  • Act as a sounding board and independent challenger to your Director, testing their thinking before it reaches senior boards
  • Provide high-quality, timely advice on sensitive issues, anticipating how decisions will land with senior stakeholders
  • Operate with the trust to attend meetings and make decisions in the Director's absence
  • Flag problems before they become crises, working laterally with peers to resolve them

Strategic alignment

  • Translate organisational priorities into your Directorate's plans, acting as the bridge that prevents siloed working
  • Act as the final quality gate on submissions and papers, ensuring they meet corporate standards
  • Maintain a forward look on emerging risks and cross-cutting issues

Functional leadership & standards

  • Implement consistent private office standards for commissioning, correspondence, and reporting
  • Support the professional development of your Directorate's support staff

Operational delivery & digital optimisation

  • Champion the use of AI tools, shared CRMs, and automated trackers to drive efficiency
  • Oversee budget management, workforce planning, and governance compliance
  • Lead special projects on the Director's behalf

Stakeholder management

  • Act as the primary link between the Director and the wider organisation
  • Represent the Director in working groups, making decisions within agreed parameters
  • Resolve friction between business areas without unnecessary escalation

What We're Looking For

Essential:

  • Experience evaluating the effectiveness of interventions and advising senior leaders, with the ability to think beyond your immediate team to the wider organisational context
  • Proven credibility with senior stakeholders, including advising and influencing without direct line management authority
  • Comfort managing uncertainty and ambiguity, making sound decisions without a clear path
  • A track record in a strategic or managerial role connecting different parts of a business
  • Experience analysing and resolving complex challenges that span organisational boundaries
  • Genuine digital leadership, demonstrable, confident use of AI tools, agents, and modern collaboration software
  • Experience working in a fast-paced environment, including diary management and meeting organisation
  • Unwavering ethical conduct and absolute discretion, you'll be trusted with highly sensitive information
  • The willingness to speak truth to power
  • High emotional intelligence and political acumen
  • Experience leading a high-performing team
  • Sound knowledge of how large, complex organisations operate

Desirable:

  • Understanding of machinery of government / large public sector structures
  • Experience working in a Private Office environment
  • Project management qualification (e.g. APM)

Location & Working Pattern

This role is based in Birmingham. A hybrid working pattern applies, with an expectation of around 60% of time in the office and 40% working remotely, some flexibility around this split can be discussed for the right candidate.
