Head of Clinical Partnerships Assurance
We are recruiting for a Head of Clinical Partnerships Assurance to join Capita HAAS (Health Assessment Advisory Service) and will be integral to the relationship development and management of the HAAS supply chain partners, with an effective and clinically sound service delivery being the central focus of the role.
The successful candidate will be required to interact with internal and external stakeholders providing assurance, influence and challenge that contributes to the successful achievement of TPLs, KPIs and clinical and operational effectiveness.
This is a home-based role with monthly travel required per client requirements.

Job Description:
What you'll be doing:
- Provide independent, evidence-based oversight of all clinical quality, governance, risk and performance aspects of Work Capability (WCA) / Specialist Benefits (SB) supply-chain delivery.
- Act as the principal source of clinical partner-assurance expertise, advising senior leaders on the adequacy and effectiveness of partner controls.
- Develop, implement and maintain a risk-based clinical partner-assurance framework covering quality, safety, governance, performance and contractual compliance.
- Provides independent oversight and assurance to senior clinical leaders in the management of all clinical quality and performance elements of the WCA/SB delivery.
- Implements structures and strategies to improve individual and organisational performance.
- Develop, implement and maintain a risk-based clinical partner-assurance framework covering quality, safety, governance, performance and contractual compliance.
- Produce and maintain an annual assurance plan informed by clinical risk, partner performance, audit findings, incidents, complaints, emerging themes and service change.
- Independently assess whether supply-chain partners comply with the Clinical Governance Quality and Standards Framework, Quality Improvement Plans, contractual requirements and applicable clinical standards.
- Undertake scheduled and targeted assurance reviews, deep dives and thematic reviews where emerging risk or adverse performance indicates additional scrutiny is required.
- Assess both the design and effectiveness of key clinical controls, including Capita Group Clinical Risk Assessment controls, and ensure validation activity is documented and repeatable.
- Provide clear assurance conclusions, identifying whether controls are effective, partially effective or ineffective, supported by evidence and a defined rationale.

What we're looking for:
- Sound knowledge and understanding of TPLs and Sub contractor operation.
- Significant change management experience and ability to navigate through change and an ever-evolving business.
- Significant stakeholder management experience - Can influence and understand challenging senior leadership teams.
- A proven track record of leading, coaching and developing teams and individuals with specialist skills.
- Strong customer relationship management skills and experience of influencing, negotiating, and developing effective working relationships with key stakeholders.
- Significant knowledge and understanding of training processes including learning needs analysis, design, and delivery.
- Demonstrable experience of clinical governance, quality assurance, audit, risk management or regulatory compliance within a complex clinical service.
- Experience of designing or operating risk-based assurance frameworks and annual assurance plans.
- Experience of conducting clinical audits, thematic reviews, deep dives or formal quality-assurance activity.
- Experience of identifying, documenting and escalating material clinical and operational risks through senior governance structures.
- Experience of preparing executive-level assurance reports that clearly communicate risk, control effectiveness, evidence gaps and required decisions.
About HAAS
The Health Assessment Advisory Service (HAAS) arranges and carries out assessments for the Department for Work and Pensions (DWP) and the Department for Communities (DfC). The purpose of the assessment is to understand how an illness or disability affects a person’s daily life. After the assessment, the DWP/DfC makes the decision as to whether the individual will receive benefits.
