Head of Commercial & Contract Management

2-Year Fixed-Term Contract | Central London | Hybrid Working

Reed Talent Solutions are recruiting exclusively for a leading public sector organisation who are seeking an experienced Head of Commercial & Contract Management to establish and lead a newly created commercial and contract management function.

This role is offered as a 2-year fixed-term contract with the potential to become permanent. The organisation is open to considering candidates looking to step into their first Head of Service role, provided you can demonstrate experience operating at a strategic level, influencing senior stakeholders and leading, developing or mentoring teams.

This is a high-profile opportunity to drive commercial excellence, strengthen contract management practices and identify new income-generating opportunities across a complex and dynamic organisation.

A proven track record of delivering income generation, revenue optimisation or commercial growth initiatives is essential for success in this position. Also note the successful candidate will need to undergo SC clearance in order to being this post so it won't be an immediate start and you will need to be a UK resident for the last 5 years.

Working at a strategic level, you will help deliver efficiencies, maximise value from supplier relationships and support the organisation's wider financial sustainability objectives.

Based in Central London, this role is offered on a hybrid basis, requiring attendance in the office three days per week.

The role also offers an excellent benefits package, including membership of the Local Government Pension Scheme, generous annual leave starting at 29 days plus bank holidays and increasing with service, alongside a range of additional employee benefits.

About the Team

The Commercial and Contract Management function has been established to create a coordinated, compliant and value-driven approach to commercial activity across the organisation. With oversight of contract management, supplier relationships, savings initiatives and commercial opportunities, the team plays a key role in driving efficiency, ensuring value for money and supporting long-term organisational objectives.

About the Role

As Head of Commercial & Contract Management, you will lead and oversee commercial and contract management activity across the organisation, ensuring appropriate governance, compliance and commercial oversight are in place.

A key focus of the role will be identifying and implementing new income-generating opportunities, improving commercial performance, delivering cashable and non-cashable savings, and maximising value from existing supplier and commercial arrangements. You will work closely with senior stakeholders to shape commercial strategy, improve contract management capability and ensure compliance with relevant procurement legislation and governance requirements.

Key Responsibilities

  • Lead the Commercial and Contract Management function and provide strategic oversight of commercial activities across the organisation.
  • Develop and deliver an income generation strategy that supports wider organisational objectives and financial sustainability.
  • Identify, evaluate and implement income-generating initiatives and commercial opportunities.
  • Drive commercial excellence through effective contract management, supplier relationship management and performance oversight.
  • Provide strategic advice, guidance and support to contract managers and senior stakeholders.
  • Lead the development, review and implementation of commercial and contract management policies, frameworks and governance arrangements.
  • Build and maintain effective relationships with suppliers, commercial partners and key stakeholders.
  • Ensure compliance with the Procurement Act 2023 and relevant organisational procurement policies.
  • Deliver savings targets through effective commercial management, negotiation and contract optimisation.
  • Produce accurate savings and performance reporting for senior leadership teams.
  • Work collaboratively with internal and external partners to maximise commercial opportunities and organisational value.
  • Support service transformation, continuous improvement and commercial innovation initiatives.

About You

We are looking for a commercially focused leader with a proven track record of delivering strategic commercial outcomes within a complex public sector or regulated environment.

You will be able to demonstrate:

  • Significant experience operating at a senior level within commercial, procurement, contract management or supplier management functions.
  • Significant experience identifying commercial opportunities and delivering service improvements that generate measurable financial benefits.
  • Strong experience developing and implementing income generation, revenue optimisation or commercial growth initiatives.
  • Excellent stakeholder management skills, with the ability to engage and influence senior leaders, boards and external partners.
  • Strong understanding of contract law and experience managing complex, high-value contractual arrangements.
  • Detailed knowledge of commercial best practice, supplier relationship management and contract management methodologies.
  • Experience delivering commercial savings, value-for-money initiatives and efficiency programmes.
  • Strong analytical, financial and commercial acumen.
  • Excellent communication skills with the ability to present complex commercial issues clearly and confidently to senior audiences.
  • Knowledge of public sector procurement and the Procurement Act 2023.
