We are looking for two Head of Commercial (Programmes & Projects) to join Anglian Water's Major Infrastructure Delivery team, providing senior commercial leadership across some of the most significant infrastructure programmes in our investment portfolio.
This role sits at the heart of Major Infrastructure Delivery, supporting portfolios of up to and over £2bn and leading the commercial management, governance and assurance needed to deliver complex programmes safely, efficiently and successfully. You will work closely with the Major Infrastructure Delivery Commercial Director, Programme and Project Directors, delivery partners and supply chain to ensure robust commercial controls, effective contract management and value-driven outcomes.
You will lead commercial strategy across major Design and Build programmes, within NEC contracting environments, cost and performance assurance, commercial risk management and dispute avoidance. This is a senior leadership opportunity for someone who can operate confidently across complex infrastructure delivery, influence senior stakeholders and build high-performing commercial capability across programmes and projects.
What you'll be doing:
- Provide senior commercial leadership across major programmes and projects within Major Infrastructure Delivery
- Lead commercial management of the Major Projects Framework and NEC contracts, including oversight of project-level commercial and contract management activity
- Develop and implement commercial strategies that support Design and Build delivery, value for money and strong programme outcomes
- Lead commercial risk and opportunity management across major programmes, ensuring clear visibility, ownership and mitigation
- Assure budgets, estimates, cost forecasts and cost control processes across programme and project delivery teams
- Provide senior commercial reporting and insight to executive and board-level governance forums where required
- Oversee Tier 1 and Tier 2 contract administration, change control and commercial governance
- Resolve commercial issues early, avoiding disputes wherever possible and supporting effective escalation where needed
- Build strong relationships with delivery partners, contractors and internal teams to drive collaboration, integration and better value
- Lead, coach and develop commercial and performance teams, building capability across programmes and projects
- Support procurement and supply chain activity, ensuring commercial models drive the right behaviours across safety, sustainability, innovation and performance

What We're Looking For
- Senior-level commercial management experience in complex major infrastructure development and delivery environments
- Experience leading commercial activities across major Design and Build schemes
- Strong knowledge of NEC contracts and standard forms of contract
- Proven experience developing and implementing commercial strategies across large programmes or projects
- Strong commercial, contractual and procurement acumen, including negotiation and contract administration
- Experience managing multiple internal and external stakeholder groups at senior level
- Excellent leadership and coaching capability, with experience developing high-performing commercial teams
- Strong judgement, decision-making and prioritisation skills in complex delivery environments
- Ability to challenge constructively, innovate and drive continuous improvement
- Professionally qualified or experienced within a recognised commercial, quantity surveying, finance or project management discipline

- Water sector experience and experience working with major infrastructure delivery partners, alliances or large-scale supply chain frameworks.
