What You'll Be Doing

We are seeking an experienced Head of Commercial - Digital Projects to join the Parliamentary Commercial Department (PCD). This is a newly created opportunity to provide dedicated commercial leadership and assurance across Parliament's most complex and high-profile digital programmes.

This role will work collaboratively with the Head of Commercial - Technology Categories, ensuring integrated pipeline planning, consistent commercial standards and clear contract management responsibilities.

Reporting to the Commercial Deputy Director, Digital Category, you will lead, motivate and develop three Senior Commercial Managers whilst building constructive senior relationships with suppliers and markets.

You will oversee commercial strategies and complex procurements, advise senior stakeholders, manage commercial risks and secure value for money. You will support programmes through procurement, mobilisation and transition into contract management.

This role is offered on a hybrid working basis, with an expectation of you spending a minimum of 40% of your time in the office.

What We're Looking For

Qualifications:

  • CIPS Level 5 Advanced Diploma in Procurement and Supply, or an equivalent level of commercial expertise gained through relevant experience.
  • MCIPS membership or a Level 6 qualification would be an advantage.

Experience:

  • Experience of leading complex and high-value digital or technology procurement and commercial activity.
  • Experience of leading, motivating and developing commercial teams and managing competing priorities.
  • Good working knowledge of public procurement law, commercial governance and assurance, including the Procurement Act 2023 and the Public Contracts Regulations 2015, where applicable.
  • Demonstrated ability to build and maintain trusted relationships with stakeholders at all levels.
  • Ability to work collaboratively and effectively with others, while demonstrating a commitment to equality, diversity and inclusion.

Total salary may be comprised of a mixture of basic salary pay up to £70.204 (consolidated) and Technical Allowance (non-consolidated). Remuneration is set based on skills, experience and relevant market comparators.
