Head of Corporate Health and Safety

£80,172 - £101,685 per annum

This is a unique opportunity to establish and lead a brand-new Corporate Health & Safety function, building a high-performing team from the ground up and setting the standards that will drive excellence across the organisation. As Head of Corporate Health & Safety, you will provide strategic leadership, influence senior decision-making, and create a culture where safety, accountability, and continuous improvement are at the heart of everything we do.

You will work closely with senior leaders to develop and implement the Council's Health & Safety strategy, strengthen governance and assurance arrangements, and ensure compliance with an increasingly complex regulatory environment. This is a highly visible leadership role with the opportunity to make a lasting impact on services, staff, and residents across Newham.

We're looking for an inspiring leader with significant Health & Safety expertise, a track record of building and developing successful teams, and the drive to challenge, innovate, and deliver excellence.

To core objectives of this job is to provide strategic leadership of the Council’s corporate Health and Safety agenda, ensuring robust governance, regulatory compliance, organisational assurance, and effective risk management that protects people, supports service delivery, and drives continuous improvement:

  • Provide corporate assurance that Health and Safety risks are effectively governed, managed, and mitigated across the Council.
  • Ensure compliance with statutory Health and Safety obligations while reducing organisational, financial, and reputational risk.
  • Strengthen organisational resilience through proactive risk management and effective assurance frameworks.
  • Use intelligence, audit, and performance data to drive continuous improvement and evidence-based decision-making.
  • Embed a culture of accountability, prevention, and safety leadership across all services.
  • Translate organisational learning into sustainable improvements to policy, practice, and workforce capability.
  • Enhance stakeholder and regulatory confidence through effective governance, reporting, and strategic influence.

The London Borough of Newham

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south-east. It is well connected by public transport with bus, tube, and DLR. When the Crossrail service opens, it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport, which serves major European cities, is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford, and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.
