Investment Governance & Business Casing

You will own the formal approval process for initiatives ahead of significant spend, ensuring it satisfies audit and finance compliance requirements. This process is evolving to align with Flow Engineering, and you will play a leading role in shaping it- helping design an approach to delivery investment that gives the Board the oversight it needs, meets audit and finance requirements, and reflects the way delivery actually works, rather than adding process for its own sake.

Agile Delivery Leadership & Team Management

You will line-manage a team of five Agile Delivery Managers, and set the standard for agile ways of working- grounded in Agile principles but with your experience of practical application across every pod. Weekly, this includes:

• Running team meetings, typically stand-ups or working sessions, with your ADM team.
• Holding 1:1s with each direct report, supporting their development and removing blockers.
• Running delivery retrospectives and team sessions, both within your own team and with pods.
• Adjusting Jira configurations and delivery metrics in collaboration with Delivery Managers and pods.

Delivery Metrics & Governance

Own the collection and management of PDT delivery metrics for governance and transparency across the organisation.

• Drive increased automation of metrics collection, reducing manual effort and improving data reliability over time.
• Ensure flow and DORA metrics are tracked consistently across pods, and that they feed meaningfully into governance and board reporting.

Delivery Exceptions & Organisational Change

• Take direct responsibility and manage delivery exception cases, ensuring they are visible, tracked, and resolved with appropriate urgency and cross organisation collaboration.
• Manage organisational changes affecting pods, working closely with the relevant Senior Engineering Managers and People teams.

Stakeholder & Executive Communication

• Biweekly Delivery Status Meetings: own the format, templates, and content, and act as the escalation point for delivery risks and issues raised.
• Team Communications: organise and run PDT all-hands, and coordinate Hackathon planning and logistics.
• Board Pack Preparation: design board packs based on delivery data and governance reports, evolving this format as our approach aligns more closely with Flow Engineering.

Knowledge, Skills & Experience

We’re looking for a delivery leader who combines genuine agile credibility with financial, operational and governance rigour, and who can coordinate effectively across a complex organisation without relying solely on direct authority. You should have:

• Experience in software product engineering environments, with a strong, practical grounding in agile ways of working and the principles of Agile.
• A strong focus on delivery outcomes- you care about pods shipping value reliably, not just about process for its own sake.
• Excellent interpersonal and influencing skills, with a proven ability to coordinate people, teams, and workstreams outside your direct line of control.
• Experience operating governance and operating models- business casing, investment approval, Board reporting, or similar financial control processes.
• Direct line management experience, ideally managing Delivery Managers, Scrum Masters, or Agile Coaches.
• Financial acumen: comfort with budget forecasting, reconciliation, and variance analysis, and experience partnering closely with Finance.
• Strong stakeholder management skills, with the confidence and clarity to present delivery status and financial health at senior and Board level.
• Practical experience with Jira (or an equivalent tool) for delivery metrics, governance, and reporting (the set-up of these tools falls under your remit).
• Comfort working through process change- you can operate effectively while a model like our Business Casing or Board Pack process is actively evolving.

• Have built or matured a delivery governance model across many teams, and can point to the measurable impact of doing so.
• Instinctively balance rigour- audit, finance, and Board requirements- with the pace agile delivery demands, rather than treating the two as in permanent conflict.
• Have a track record of developing Delivery Managers, Scrum Masters, or Agile Coaches, raising the delivery capability of the organisations they work in.
• Actively look for opportunities to automate metrics and reporting, rather than accepting manual governance overhead as a fact of life.
• Are comfortable being the escalation point on risk, budget, and delivery health- holding pods accountable without owning their technical or product decisions.
• Bring calm, structured thinking to ambiguity- for example, helping shape a new business-casing model before the final blueprint exists.
• Bringing mature and confident leadership to business execution, but also dynamic situations, enabling the CPTO to focus on strategic direction over day-to-day operations.
