Job Summary
The Ministry for Housing, Communities and Local Government (MHCLG) is at the heart of the government's agenda for change. Working within the Central Delivery Unit (CDU) part of the Commercial Directorate, you will be at the heart of a highly visible and influential team, working closely with senior leaders and delivery professionals across MHCLG’s most critical projects.
We are looking for an innovative and strategic individual to lead the Delivery Resourcing Team (DRT) as the Head of Delivery Resourcing. In this critical leadership position, you will be responsible for shaping and delivering a flexible, high-impact resourcing service that underpins departmental priorities.
In your role as Head of the DRT, you will be responsible for the strategic deployment of members of the team to MHCLGs highest priority programmes – where they can work on initiation right through to full implementation and closure - integrating into existing teams, reinforcing delivery capability at critical points on key projects and programmes and leaving a legacy of learning.
You will also manage access to external specialists through a call off contract with a dedicated, experienced supplier.
Job Description
- Lead resource deployment: Oversee efficient allocation of personnel by assessing project needs and resource utilisation to deliver impactful results across priority projects and programmes.
- Develop delivery model: Strategically plan and evolve the Delivery Resource Teams priorities, processes and capability, collaborating with other government departments and leadership to maximize the team's impact and communicate outcomes.
- Manage external contract: Administer a £10 million consultancy contract; ensuring compliance, making sure that suitable resources are in place and putting in place the required performance monitoring and payment checking procedures. Ongoing performance monitoring and ensuring value for money in partnership with internal teams and external consultants.
- Provide leadership and collaboration: Provide visible and supportive leadership for the Delivery Resource Team’s, championing team wellbeing and continuous improvement, while actively collaborating with internal and external stakeholders and demonstrating collective leadership alongside the wider CDU Senior Leadership Team to deliver on departmental priorities.
Person specification
- Strong strategic leadership skills, with experience of leading change, improving processes, and driving service improvement to meet organisational priorities
- Experience of resource planning, workforce deployment, or operational service management.
- Experience of managing commercial arrangements or contracts, ensuring value for money
- Strong stakeholder management, communication and influencing skills, with the ability to build effective relationships across a complex organisation.
- Experience of leading and developing high-performing teams.
- Ability to use data and insight to inform decisions and improve performance
- Some knowledge of project delivery, or a willingness to build this understanding, would be welcome given the role's focus on supporting effective delivery across the department.
Salary and Benefits
