Role Overview

We are seeking an experienced and strategic Head of Engineering to lead engineering delivery across a portfolio of complex construction and infrastructure projects. Reporting to the Framework Lead, you will provide technical leadership, engineering governance and operational oversight across multidisciplinary teams, ensuring projects are delivered safely, efficiently and to the highest quality standards.

This is a senior leadership position responsible for shaping engineering strategy, driving technical excellence and ensuring successful project outcomes from concept through to construction and handover. You will work closely with clients, delivery partners, consultants and supply chain organisations to develop innovative, buildable and commercially effective solutions within highly regulated environments.

The role offers the opportunity to influence major programmes, lead high-performing engineering teams and play a pivotal role in delivering safe, sustainable and cost-effective infrastructure projects.

Key Responsibilities

Engineering Leadership & Technical Assurance

  • Provide strategic leadership and direction for engineering activities across multiple projects and programmes.
  • Establish engineering standards, governance processes and technical assurance frameworks.
  • Act as the senior engineering authority, providing guidance on complex technical challenges and critical project decisions.
  • Ensure engineering solutions are safe, compliant, buildable and aligned with client and business objectives.

Design Integration & Constructability

  • Lead multidisciplinary design development and integration activities.
  • Promote best practice in constructability, design risk management and value engineering.
  • Ensure engineering designs support efficient construction and operational performance.
  • Approve technical strategies and design solutions in line with regulatory and project requirements.

Health, Safety, Quality & Compliance

  • Champion a strong safety culture across engineering and construction activities.
  • Ensure compliance with relevant health, safety, environmental and regulatory requirements.
  • Lead quality assurance initiatives, audits and continuous improvement programmes.
  • Drive the effective resolution of technical, safety and quality issues.

Programme Delivery & Risk Management

  • Integrate engineering activities into project and programme delivery plans.
  • Manage technical interfaces, dependencies and engineering risks across multiple workstreams.
  • Support delivery teams in developing mitigation and recovery strategies where required.
  • Ensure engineering outputs are delivered to agreed programme, cost and quality targets.

Commercial & Contractual Support

  • Provide technical input into commercial decisions, bids, change management and contract administration.
  • Support the assessment of cost, schedule and risk implications associated with engineering decisions.
  • Collaborate with project and commercial teams to maximise value and operational efficiency.
  • Contribute to client presentations, tender submissions and strategic business opportunities.

Resource & Capability Management

  • Develop engineering capability, succession plans and workforce strategies.
  • Lead, mentor and develop engineering managers and technical specialists.
  • Ensure effective deployment of engineering resources across projects and programmes.
  • Foster a culture of collaboration, accountability, professional development and continuous learning.

Stakeholder Management

  • Build and maintain strong relationships with clients, consultants, delivery partners, contractors and regulators.
  • Lead senior-level technical discussions and governance forums.
  • Influence and negotiate with stakeholders to achieve successful project and business outcomes.
  • Promote collaborative working practices across complex project environments.

Innovation & Continuous Improvement

  • Drive adoption of digital engineering tools, modern methods of construction and innovative delivery approaches.
  • Capture lessons learned and implement improvements across projects and programmes.
  • Promote standardisation, efficiency and engineering excellence throughout the organisation.

Qualifications

Skills, Experience & Qualifications Required

  • Degree qualified in Engineering (BEng, BSc or equivalent).
  • Master's degree (MEng or MSc) desirable.
  • Chartered Engineer (CEng) status through a recognised professional institution (e.g. ICE, IMechE, IET or equivalent).
  • Relevant site safety certification such as SMSTS and a valid CSCS card (or equivalent).

Experience

  • Significant senior leadership experience within engineering, construction, infrastructure, defence, energy, utilities, nuclear or major project environments.
  • Proven track record leading multidisciplinary engineering teams on large-scale and complex programmes.
  • Experience managing engineering delivery through design, procurement, construction and project completion phases.
  • Strong background influencing commercial strategy, project delivery and client relationships.
  • Experience working within collaborative delivery models, alliances, joint ventures or framework environments.
  • Knowledge of NEC contracts or similar forms of contract administration.

Technical Knowledge

  • Extensive understanding of engineering design management, constructability and project delivery.
  • Strong knowledge of construction methodologies, temporary works and risk management.
  • Understanding of relevant regulatory, quality, environmental and health and safety requirements.
  • Experience implementing engineering assurance and governance processes.
  • Proficiency with digital engineering systems, project controls and collaboration platforms.
