Head of Data Architecture & Governance

Contractor — Enterprise Data Function Build-Out

Contract type: 6-month fixed-term contract
IR35 status: Outside IR35
Day rate: £900–£1,100 (DOE)
Location: Remote, UK-wide (occasional travel required)
Engagement type: Architecture & governance build-out, including recruitment and handover to permanent leadership

The Opportunity

Our client has laid strong foundations for its enterprise data capability — a defined function structure, a developing canonical data model and architecture, and a live platform estate. This is a deliberate, funded engagement to build on that foundation and establish enterprise data as a core capability underpinning the business: the trusted backbone relied on for AI, analytics, billing, reporting and decision-making.

The contractor will stand up the function as a scalable, governed capability, produce a roadmap to fortify and extend the existing architecture in step with business needs, and hand the result over to permanent leadership — an incoming Head of Enterprise Data Architecture and a new Head of Data Governance — to own and run going forward. The engagement also produces the investment case that funds and sustains the capability long-term.

Key Responsibilities

1. Build a Scalable, Governed Function

  • Establish dedicated, accountable ownership of data with real authority and a clear, standing mandate.
  • Design an operating model that scales — able to absorb new domains, systems and acquisitions as the business grows.
  • Leave the function able to evidence control on demand, as a matter of routine.

2. Governance

  • Design and launch the governance framework: ownership, stewardship, lineage, quality standards and enforcing controls.
  • Build an evidence base so the function can demonstrate control rather than assert it.
  • Tie data quality to commercial outcomes — billing accuracy, revenue assurance — measured, not claimed.
  • Specify governance as enforceable, usable standards (policy-as-code where it adds value), embedding ownership and stewardship in priority areas so standards hold beyond handover.
  • Prove adoption in priority areas — owners named and engaged, stewardship operating, training and communications delivered — so the model is demonstrably working, not just designed.

3. Architecture — Extending What Exists

  • Extend the canonical data model into remaining priority domains, building on the existing foundation.
  • Deepen mastering and target-state architecture where gaps remain; operationalise definitions across more of the business.
  • Ensure the architecture scales cleanly through ongoing M&A integration.
  • Capture and document the outgoing architecture leader's knowledge and design rationale before departure, so the foundation remains maintainable.
  • Provide senior architecture direction on build-out work, transitioning ownership to the incoming Head of Enterprise Data Architecture.
  • Produce a prioritised roadmap to fortify and build out existing data structures and design patterns, sequenced by business benefit, feeding into the investment case.

4. Working with the Data Analytics Team

  • Partner closely with the Data Analytics team, the primary owners and users of the core analytics platform, as a key stakeholder throughout the engagement.
  • Apply existing governance mechanisms — routed through the organisation's Technical Design Authority (TDA) — to the analytics platform, rather than negotiating new authority.
  • Consult the Data Analytics team systematically via existing TDA gates; consultation informs decisions but is not an approval or veto right.
  • Ensure governance and architecture support, rather than obstruct, the Data Analytics team's work.

5. Recruitment & Handover

  • Define and run recruitment for two permanent leadership roles — Head of Enterprise Data Architecture and Head of Data Governance — including onboarding.
  • Structure handover and enablement so permanent leadership can operate the function independently by the end of the engagement.
  • Deliver a structured handover: documented architecture and governance, live controls and evidence base, and a written statement of what is complete and defensible versus what must still be maintained.

What We're Looking For

  • Proven track record operating at Head of / senior interim level across both enterprise data architecture and data governance.
  • Hands-on experience designing and launching governance frameworks (ownership, stewardship, lineage, data quality) that produce evidenced, auditable control.
  • Strong data architecture background: canonical/conceptual data modelling, mastering strategy, lakehouse/medallion architecture, integration and middleware patterns.
  • Experience extending an existing architecture rather than starting from a blank page — able to work within someone else's prior design decisions.
  • M&A data integration experience.
  • Comfortable operating governance within a Technology function, working through formal design authority/gate processes.
  • Strong stakeholder management skills, including with teams who own adjacent platforms but sit outside direct reporting lines.
  • Track record building investment/business cases covering both build and steady-state run costs.
  • Experience recruiting into and handing over to permanent senior leadership, with a track record of clean, time-bound exits.
  • Ideally, experience in a regulated or billing-sensitive sector.
