Role Summary

Reporting to the Director of Finance and Transformation, the Head of Enterprise Portfolio Office is responsible for the governance and oversight of the change delivery portfolio within Xoserve. This role provides a holistic view of all change underway or forecasted within Xoserve ensuring it aligns with strategic objectives. The function identifies and manages any contention in the plan, provides assurance around the delivery and robust and accurate reporting with recommendations to senior stakeholders to enable effective portfolio level decision making and being certain Xoserve will deliver its commitments.

Responsibilities

Portfolio Management & Methodology

  • Create and maintain the Enterprise Roadmap of Change across Xoserve showing a rolling 5 year plan with a detailed 18-month view
  • Maintain the Enterprise Portfolio Management (EPM) delivery methodology and framework including processes, standards, and templates to be applied to the portfolio of projects
  • Maintain and continuously improve the EPM Delivery Framework and ensure adherence to standards and best practice. Ensure alignment between approved demand, portfolio prioritisation, and delivery capacity across all portfolios
  • Maintain governance structures, reporting cycles, and quality standards in line with organisational and regulatory requirements
  • Provide programme assurance, ensuring adherence to project and programme management methodologies and best practices
  • Management of central portfolio level RAID

Governance and Reporting

  • Develop and Maintain governance structures, reporting cycles, and quality standards in line with organisational and regulatory requirements from project engagement to Board level reporting.
  • Assure that appropriate and consistent governance is undertaken across all projects and programmes
  • Maintain and continuously improve the EPM Delivery Framework and ensure adherence to standards and best practices
  • Provide regular cadence of portfolio status updates and reports to senior management and stakeholders at the relevant Boards e.g. Transformation Delivery Board and the Transformation Oversight Board
  • Facilitate regular portfolio review meetings, including risk assessment and issue resolution
  • Facilitate lessons learnt and premortem sessions. Ensure library available for use
  • Provide standards and consistency across programmes in areas such as SharePoint structures, document management, decisions logs, approach for 3rd party working etc

Programme Assurance

  • Provide independent project assurance at critical points e.g. stage gates

Demand Management / Change Pipeline and Horizon Scanning

  • Own and operate a centralised demand intake process ‘the Front Door’ ensuring all change demand is captured, logged, and managed consistently across the organisation
  • Maintain standardised demand submission criteria, including business case inputs, benefits, cost estimates, risks, and strategic alignment for initiatives
  • Lead the initial triage and assessment of demand working with business stakeholders and technical teams to facilitate cross-portfolio demand prioritisation, using agreed criteria
  • Establish clear criteria and governance to proceed across stage gates
  • Ensure clear handoff from demand into delivery, including mobilisation into projects/programmes once resource identified
  • Provide regular reporting on demand trends, capacity constraints, and pipeline health to governance forums (e.g. Transformation Delivery Board)
  • Ensure regular horizon scanning to anticipate new demand, risk or change in direction
  • Continuously improve the demand management process, ensuring alignment with organisational maturity and evolving business needs

Central Resource Management:

  • Provide governance to understand current and future resource requests
  • Maintain regular cadence of requests
  • Provide coordination and management of requests
  • Where requests cannot be fulfilled escalate to appropriate forum e.g. people or Board for a prioritisation decision
  • Work with finance to establish and maintain time sheeting of centrally controlled resources. Ensure Programme Managers are within budget of their resource plan

Leadership & Capability Development

  • Lead and develop a high-performing team, providing coaching, feedback, and ongoing professional development
  • Foster a collaborative, high-performance culture across internal and external teams
  • Build leadership capability within the team, supporting effective delivery and stakeholder engagement

Stakeholder Management:

  • Foster strong relationships with internal stakeholders to promote collaboration and support including Programme Leaders, BAU teams, key stakeholders at all levels
  • Build effective working relationships with any 3rd party delivery partners and working effectively to minimise duplication of reporting
  • Act as the primary point of contact for all portfolio reporting-related queries and issues

Continuous Improvement

  • Embed and mature portfolio management processes across the organisation
  • Identify opportunities for process improvement and implement best practices
  • Stay up to date with industry trends and emerging practices in portfolio management
  • Lead initiatives to enhance the maturity and capability of the Enterprise Portfolio Office

Specialist/Technical Expertise

Essential

  • Proven experience leading a high performing Portfolio Office function within a complex delivery environment
  • Strong understanding of project and programme management methodologies (e.g. MSP, PRINCE2, Agile) and ability to develop right size methodology for Xoserve use
  • Experience operating within complex, multi-stakeholder and multi-supplier environments
  • Governance, risk management, and performance reporting at portfolio level expertise
  • Demonstrable ability to lead and develop high-performing, cross-functional teams
  • Excellent written and verbal communication and influencing skills, with the ability to engage technical and non-technical audiences up to C-suite
  • Skills and experience in developing and delivering management information, dashboards, and reporting outputs using the tools and AI
  • Ability to analyse and interpret complex information, translating between technical and business concepts
  • Confident decision-making and prioritisation skills in a complex environment
  • High proficiency in project and portfolio management tools (e.g. Smartsheet, Asana, MS Project, Power BI, or similar)
  • Experience working within regulated or compliance-driven environments
